$100,000 worth of sales tax and about $10,000 worth of property tax. Mr. Mulrooney expressed .
the following concerns:
. There have been threats about their license and whether a business like theirs would be
eligible to have a license for 2007
. The ordinance is complicated; it consists of 18 pages and has had four revisions
. Questions regarding their first inspection have not been answered
· The ordinance is ambiguous
. In order for their business to come into compliance with paving it would be a financial
. hardship at a cost of approximately $50,000 to $60,000

Mr. Mulrooney stated he would suggest this ordinance be revisited, and that they possibly gut the
ordinance or certain parts of the ordinance. Since that time, Robert Muir
Companies has been selected as the master developer for Ramsey Crossings, and planning is
underway for the pr9ject. Because of the project's size, state law requires an Environmental
Assessment Worksheet (EA W) be prepared. A draft EA W document has been. prepared for the
project by Bolton and Menk, and is now ready for consideration. Under Chapter 4410.1500 of
Minnesota Rues, the City is required to release a Draft EAW to various state, county, and multi-
jurisdictional agencies for review' and comment. In addition, the Draft EA W document will be
available to the general public for their comments. Mr. Trudgeonprovided a brief overview of
the Draft EA W. He advised there is a 30-day review period with the possibility of an additional
15 day extension for agencies and the general public to review and comment on the EA W
document. The City will then have to address the comments, adopt a final EA W document, and
make a determination on whether the project requires the completion of an Environmental
. Impact Statement (ElS). Staff expects to bring the final document before the City Council in
January or February.

Motion by Councilmember Strommen, seconded by Councilmember Cook, to adopt Resolution
#06-12-381 authorizing the release of the Ramsey Crossings EA W.

.

City Council!
