However, last <br />year's program turned out to be fairly unusual in many respects. There was a big jump in oil. <br />prices which delayed even more of the overlays. This caused them to come to a situation where <br />they have completed most of the overlays scheduled to be performed in 2006, but not alL A <br />change order was entered into at the time the project was awarded to allow for an increase in the <br />cost of bituminous materials should the project not be able to be completed within the 20 <br />working days provided in the agreement. Staffhas completed the weather records, and in staffs <br />opinion the contractor did have more than 20 working days from the time the notice was issued, <br />so staff will be informing the contractor he is 'expected to complete the 2006 overlays next spring <br />at the 2006 price. In addition, staff has carefully reviewed the program and budget. Staff <br />recommends that the Street Maintenance Program Budget be approved with an expenditure of <br />$307,000 from the General Fund Budget, as opposed to $400,000. Part of that expenditure will <br />be to complete the unfinished work from 2006; the unspent monies from the 2006 program will <br />be carried over.) The recommendation ofthe Public Works Committee was that the City Council <br />accept the Feasibility Study for the 2007 Street Maintenance Program and set the date of January <br />23, 2007 for a public hearing. <br /> <br />Motion by - Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No.3 and to accept the Feasibility <br />Study for the 2007 Street Maintenance Program and set the date of January 23,2007 for a public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Jeffrey, <br />Pearson, and Strommen. Voting No: None. ' <br /> <br />Committee Input <br /> <br />Councilmember Elvi~ reported the City received a petition . from young people in the <br />neighborhood of 158 and Osmium Street regarding the recent sealcoating. Credit should be ' <br />given to these young people for their involvement. Staff responded with a letter to the residents. <br />The Committee wanted to encourage that they stay involved and to let them know there was <br />concern about using the streets as a playground. <br /> <br />City Engineer Jankowski explained there are different methods of protecting pavements. <br />Ramsey uses a chipseal, which is probably the most cost effective.method. <br /> <br />Public Works Director Olson indicated the other methods are about two to three times more <br />expensive and require the road to be shut down to cure. <br /> <br />City Council / December 12,2006 <br />Page 25 of 29 <br /> <br />-69- <br />
