Commissioner Lehman wondered what the thought was behind the redevelopment of Central
Park in 2010.
Parks/Utilities Supervisor Riverblood stated in the redevelopment, if they see the land to the east
coming in for development, they may look at shared parking or other amenities such as a trail
added to the park or shared with the area to the east.
Commissioner Hansen wondered why they would remove the post and cable from the park and
put in curb and gutter.
Parks/Utilities Supervisor Riverblood stated the maintenance and upkeep of the posts and cables
are a lot and curb and gutter would make it look nicer. He also explained the reason for
replacing the walks leading to the deck at Fox Park. He noted Elmcrest Park Phase 3 was a high
priority and would cost $55,000 for 2007. The Village Square Park - Ramsey Town Center for
$3,000,000 is a bonding item and should also remain in 2007.
Chairperson Johns stated she would like to move the roller sports facility to 2007 and move the
water and sewer at Elmcrest Park to 2008.
Parks/Utilities Supervisor Riverblood stated at Elmcrest Park he would like to leave $20,000 in
2007 for the poly line for the mister and water fountains.
Motion by Commissioner Olds, seconded by Lehman, to recommend to the City Council the
2007 CIP program with the exclusion of the Elmcrest Park Water and Sewer and inclusion of the
Roller Sports Facility.
Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Lehman, Erickson,
Hanson and LaMere. Voting No: None. Absent: Shryock
Case #3: Review Titterud Park RFP
Parks/Utilities Supervisor Riverblood explained four area playground vendors were sent the
Tittered Playground RFP, and two proposals were received. This project is included in the 2006
CIP at an amount of $55,000.
Staff recommends selecting a proposal that integrates the new equipment with the trees and
topography of the park.
Parks/Utilities Supervisor Riverblood reviewed St. Croix Recreation and Fireflies proposals.
Chairperson Johns asked if they have used both of these vendors for projects before.
Parks/Utilities Supervisor Riverblood indicated they have and there has not been a problem with
either vendor.
The Commission reviewed the proposals.
Park and Recreation Commission/November 9, 2006
Page 5 of 8
