.,./
~,

City of Ramsey

15153 NOWTHEN BOULEVARD NW., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410
FAX (612) 427-5543
TOO (612) 427-8591

MEMORANDUM

DATE:

April 2, 1999

TO:

Property Owners, Business Park 95

FROM:

Sylvia Frolik, City of Ramsey Zoning Administrator

RE:

Annual Meeting of the Business Park 95 Group

The purpose of this memo is twofold. First to remind you of the annual meeting of the
Business Park 95 property owners at 8:30 a.m. on Friday, April 9, 1999, at the Comfort
Suites Hotel at 6440 Hwy. #10. Rolls, juice and coffee will be served. The purpose of
meeting is to elect 3 representatives to serve on the Business Park 95 Architectural
Review Board and to consider amendments to the Park Covenants.

Enclosed for your review is a draft amendment to the covenants. One of the amendments
has to do with performance standards in the Park. The current covenants requires a
minimum of 10% green space and restricts impervious surface to 85%. This leaves an
unknown of 5%. It is proposed to retain the 85% impervious restriction and increase the
minimum green space to 15% for an even 100%. The other amendment has to do with
the membership makeup of the Architectural Review Board. Currently, the covenants
states that the membership shall consist of the City Administrator, 2 members of the
Planning Commission, 2 members of the Economic Development Commission and 2
property owners in the Park. The proposal is to change the Board membership to 3
property owners in the Park, 1 Planning Commissioner and 1 Economic Development
Commissioner. A City staff person would continue to serve as a liaison between the
City, the Board and developers. The Board terms are proposed to be increased from I
year to 2 years and no person can serve two consecutive terms. The Architectural
Review Board meets on an as needed basis when there are development proposals
submitted for property within the Park.

Your attendance is important at this annual meeting because the amendment must be
approved by 80% of the landowners in the Park. Please R.S.V.P. to Sylvia Frolik or Tara
Olson by 5:00 p.m. on April 8. Thank you for your cooperation.
