5. 10. <br />CC Regular Session <br />Meeting Date: 01/27/2026 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Adopt Resolution #26-030 Approving Final Plans and Specifications and Authorizing Advertisements for Bids <br />for 2026 Crack Seal Improvements, Improvement Project #26-09 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #26-030 approving final plans and specifications and authorizing <br />advertisements for bids for 2026 Crack Seal Improvements, Improvement Project #26-09. <br />Background: <br />The City's current pavement maintenance schedule calls for public streets to receive the following maintenance <br />following construction, overlay, or reconstruction: <br />Year 2 — Pavement Rejuvenator <br />Year 3 — Crack Seal <br />Year 5 — Refresh Pavement Markings (If Applicable) <br />Year 7 — Crack Seal <br />Year 10 — Refresh Pavement Markings (If Applicable) <br />Year 14 — Crack Seal <br />Year 15 — Refresh Pavement Markings (If Applicable) <br />Year 20 — Overlay or Reconstruction <br />The above schedule is the typical maintenance schedule based off assumed ideal conditions. Staff reviews the <br />condition of all streets annually and adjusts the schedule of maintenance operations based on actual pavement <br />conditions. <br />Crack seal improvements are completed annually, on between 10 and 23 miles of public street segments to <br />cost-effectively maximize the life of the bituminous pavement. <br />Crack sealing protects pavement by preventing stormwater runoff from seeping through cracks in the pavement <br />and joints between the pavement and concrete curb and gutter, and utility castings. Reducing future pavement <br />damage due to wet subgrade soils, especially during freeze -thaw cycles. <br />A total of 14.09 miles of public streets are proposed to receive crack seal improvements in 2026. These street <br />segments were selected based on age, pavement maintenance history, and Pavement and Surface Evaluation <br />Rating (PASER) values. Selected streets generally have PASER values between 7 and 10. <br />Plans and specifications for the 2026 Crack Seal Improvements were prepared in-house as part of Staff's normal <br />duties.
