• May 2026 Contractor begins improvements <br />• June 30, 2026 Contractor completes improvements <br />The proposed improvements are designated as City Improvement Project #26-09, 2026 Crack Seal <br />Improvements. <br />Notification: <br />If City Council approves plans and specifications and authorizes advertisement for bids, bids will be advertised <br />on Friday, January 30, and again on Friday, February 6, 2026, in the City's official newspaper, the Anoka Union <br />Herald. Plans are also advertised on the QuestCDN website, which directly notifies contractors interested in <br />bidding these types of projects. <br />Staff does not mail letters to property owners for crack seal improvements, since the work occurs quickly and has <br />little to no impact to the traveling public or abutting properties. Engineering Staff will create and maintain a <br />project webpage, which will be updated as new information is made available throughout the project. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />IP 26-09 and IP 26-10 engineer's estimates are based off of final plans and anticipated 2026 construction costs. <br />IP 26-11 estimate is a CIP level estimate based off of costs per mile. <br />Alternatives: <br />Motion to adopt Resolution #26-030 approving final plans and specifications and authorizing advertisements for <br />bids for 2026 Crack Seal Improvements, Improvement Project #26-09. <br />Funding Source: <br />The city budgeted $650,000 in 2026 for contracted street maintenance services including; crack sealing, <br />pavement rejuvenation, and refreshing pavement markings. <br />The estimated costs for pavement maintenance improvements are: <br />• IP 26-09 Crack Seal $221,000 <br />• IP 26-10 Pavement Rejuvenation $328,000 <br />• IP 26-11 MSA Pavement Markings $8,000 <br />• Total Pavement Maintenance Costs S557, 000 <br />o Staff recommends remaining budgeted funds be guided for pavement patching services as needed. <br />City Staff proposes to administer and inspect construction in-house, as part of their normal duties. <br />Recommendation: <br />On January 20, 2026, the Ramsey Public Works Committee reviewed these improvements. The committee <br />recommended City Council approve plans and specifications and authorize advertisement for bids for 2026 Crack <br />Seal Improvements, Improvement Project 426-09. <br />Staff recommends adopting Resolution #26-030 approving final plans and specifications and authorizing <br />advertisements for bids for said improvements. <br />Outcome/Action: <br />
