working for the City of Ramsey in 1977. He stated that a lot of things that were started in
the City were a direct result of his contribution. He stated that Environmental Specialist
Bacon would be missed but added that he is excited that he will be starting on a new
adventure.

Community Development Director Trudgeon stated that Ramsey3 started writing a grant
in 2005 to receive a McKnight Foundation grant in the amount of $50,000. The grant
request was to fund an innovative capacity building public participation process that will
assist the residents and policymakers. Community Development Director Trudgeon
stated there is a comprehensive plan update that is due at the end of 2008, and this will
aid in the planning process.

Members of the Ramsey3 steering committee are Ralph Brauer, Planning Commission;
Sara Strommen, City Council Member; Will Thompsen, Town Center Task Force; Joe
McDilda, EPB Chairman; and Community Development Director Trudgeon.

Community Development Director Trudgeon stated that the idea of Ramsey3 is to get
away from adversarial discussions to achieve a more productive dialogue. Three
components of Ramsey3 are: 1. A series of organized forums; 2. A visioning process
using open space technology; 3. An intensive scoping process to implement the outcomes
of the visioning process.

Community Development Director Trudgeon explained that the forums will be designed
to try to get an educational effort out to let everybody know what the policy makers and
latest theories and practices are; to give citizens confidence that positive change can
occur; create a policy framework with moves beyond traditional suburban development
to focus on neighborhoods and the backbone of the community.

Community Development Director Trudgeon stated that there are four forums scheduled:
Regional intersections on February 8, 2007; community ecology on February 22, 2007;
innovative zoning on March 15,2007; and transportation alternatives on April 12, 2007.
All forums will be held at the municipal center. Speakers will spend at least two days in
Ramsey and will meet with city staff and policy makers.

Community Development Director Trudgeon explained that the first speaker will be Dan
Marckel, CURA University of Minnesota. Mr. Marckel will speak about what the
community will look like if we continue current development practices, innovative ways
communities around the world are approaching these issues, and consequences of current
development practices. Mr. Marckel will talk about what forces are within the Twin
Cities region that will dictate the future of Ramsey.

Mr. Douglas Farr, Farr and Associates, will speak about community ecology on February
22, 2007. He will help residents understand the importance of Ramsey resources and
create ways that natural resources and development may form true ecologically sound
neighborhoods. He will address interrelationship between open space and its impact on a
community's quality of life. He will also speak to issues such as property values and
development alternatives in relation to the environment with a focus on sustainability.

Environmental Policy Board!
