<br />Councilmember Olson stated it is appropriate to extend this moratorium. During the time this is <br />dealt with it will be a good time to inform the residents about the Ramsey3 project where the <br />citizens will have ample time and opportunity for input in this whole process. <br /> <br />Community Development Director Trudgeon stated the Ramsel project will provide the <br />opportunity for forums and visioning sessions for people to discuss what is important and good <br />about the community. The process will build energy and capacity, and ideas from it will be used <br />in the Comprehensive Planning process. Mr. Trudgeon stated development in the Rural <br />Developing area is an important issue for many people. Hopefully with the Ramsey3 project they <br />will be able to move ahead and get away from the typical process where people show up, <br />sometimes hostile, saying their piece and feeling the process was not fair. If they can <br />successfully use the Ramsey3 project it will hopefully make these decisions a little easier. <br /> <br />Councilmember Strommen announced the Ramsey3 project will include informational forums on <br />several topics starting in February. People will be receiving the dates on that, as well as <br />information for the public input meetings that will happen this spring. With respect to the <br />moratorium, it was originally proposed as a 12-month moratorium; it makes sense to do the 3 <br />month extension. <br /> <br />Councilmember Elvig stated he is anxious and excited about the Ramsel project and applauds <br />staff. This is a new approach on public process and public input, and he encourages people to <br />get involved. He supports the moratorium and suggests at the end of the moratorium they go <br />back to the 2-'li acre language. He is very supportive of not trying something new in this interim <br />until they enact what they think will be in the Comprehensive Plan. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to extend the existing moratorium in the Rural Developing Area an additional three <br />months. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Further discussion: Community Development Director Trudgeon indicated staff is requesting a <br />one topic special Council meeting be scheduled for January 16 for the adoption of this ordinance. <br />Consensus of the Council was to direct staff to schedule the one topic special meeting as <br />suggested. Mayor Gamec suggested a discussion of the Planning Update. Community <br />Development Director replied the Planning Update is done on a monthly basis. He will likely be <br />asking a Councilmember to film something for the Update. He indicated there will be <br />information coming out in the Ramsey Resident regarding the Ramsey3 project. Councilmember <br />Strommen announced the Ramsel website www.ramsey3.org. <br /> <br />Case #11: <br /> <br />Fire Officer Selections for Year 2007 <br /> <br />Fire Chief Kapler indicated the Fire Officer selection process is an annual process. The Fire <br />Department Officers group is made up of the following positions: Fire Chief; Assistant Fire <br />Chief (2); Captain (2); Lieutenant (4); Training Officer.
