<br />Marshal and Secretary are full time, as is the Fire Chief. Chief Kapler explained in the past years <br />the Fire Chief makes a recommendation to the City Administrator, which is then given to City <br />Council for approval. <br /> <br />Fire Chief Kapler indicated this case specifically addresses the appointment of the paid on call <br />officer positions. Each position carries a two year term. These terms alternate, making half the <br />positions available for application each year. It should be noted that all firefighters interested <br />must submit a letter of interest, including those who currently hold the position and are applying <br />again. This accomplishes both stability within the department, while also allowing on-going <br />opportunity for advancement. Chief Kapler advised 2007 brings a somewhat unique situation. <br />Recently a total of 14 additional firefighters were hired to fill the Ramsey compliment of 40 and <br />begin the staffing effort of an additional station in burns Township. The Lieutenant 3 & 4 <br />positions are responsible for mentoring new firefighters for the first year. With the large amount <br />of new recruits the Fire Chief is proposing to establish an additional Lieutenant position as a <br />temporary position for 2007 to assist with the first years training. The reason for the temporary <br />status is the officer makeup will be reviewed for change when Station No.3 (the Bums station) is <br />operational in late 2007 or early 2008. It should be noted that through 2007 Burns contracts <br />Ramsey for fire service in the amount of $11,000 flat rate and an hourly charge per call. Chief <br />Kapler stated he has conducted interviews with all interested parties. Interim City Administrator <br />Nelson has approved his recommendation. He congratulated <br />Mr. Kapler on the $90,000 grant received by the Fire Department that will support some of this <br />expanSIOn. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to accept the Fire Chief's <br />recommendation of Fire Department Officers for 2007/2008. <br /> <br />Further discussion: Mayor Gamec asked why the positions are not assigned by station. Fire <br />Chief Kapler replied Central Communications needs to communicate with the most senior person <br />in line; not according to stations. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen.
