CC Regular Session <br />Meeting Date: <br />02/10/2026 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />5. 9. <br />Title: <br />Adopt Resolution #26-038 Approving Permanent Sidewalk Easement Agreement on Lot 1, Block 2, Kwik Trip <br />1782. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #26-038 approving the permanent sidewalk agreement on Lot 1, <br />Block 2, Kwik Trip 1782. <br />Background: <br />During plan review for the Kwik Trip development, Kwik Trip was directed to construct a public sidewalk <br />between Armstrong Boulevard and Ferret Street within the Bunker Lake Boulevard right of way. This sidewalk is <br />included in the approved construction plans for Kwik Trip. <br />During design of the Bunker Lake Boulevard reconstruction, Anoka County comments necessitated moving the <br />public sidewalk from the Bunker Lake Boulevard right of way onto the Kwik Trip property. Placing the sidewalk <br />outside of right of way requires a sidewalk easement, which staff coordinated with Kwik Trip. The sidewalk <br />easement agreement is attached to this case for reference. <br />Notification: <br />Notification is not required with this case. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />Kwik Trip site plans include construction of the public sidewalk, at the developers cost. <br />The City Attorney reviewed and approved the attached sidewalk easement agreement. <br />Alternatives: <br />Motion to adopt Resolution #26-038 approving the permanent sidewalk agreement on Lot 1, Block 2, Kwik Trip <br />1782. <br />Funding Source: <br />Approving the attached permanent sidewalk easement agreement will require payment of One Dollar to Kwik <br />Trip, which is proposed to be taken from Municipal State Aid Funds. <br />Staff prepared the easement agreement in-house as part of their normal duties. Bolton & Menk prepared the <br />Easement Description Sketch as part of the amended design services proposal for MSA Bunker Lake Boulevard <br />Reconstruction, Improvement Project #26-01, funding for which is proposed to come from Municipal State Aid <br />Funds. <br />Recommendation: <br />
