<br />1. The following are anticipated meetings required with this project. <br /> <br />. Kick-off meeting with the consultant and city staff to review the work plan and set <br />preliminary dates for future staff/consultant/agency meetings (5 minimum). <br />. Public Hearing / City Council Mefting (1) <br /> <br />, In order to comply with the rules regarding public input in the process, a public hearing <br />will be held to receive input concerning issues to be addressed as part of this storm water <br />management planning process. It is anticipated the City will be identifying individuals <br />who would be useful in providing input into this planning process. The City will send <br />out public notices. Based on the response to this public hearing, the decision whether or <br />not to schedule further public meetings will be made. <br /> <br />2. Data gathering from the City and Other Agencies: The following Agencies should be <br />contacted to obtain any background water resource information applicable to the City of <br />Ramsey: Anoka County, LRRWMO, Metropolitan Council, USGS, Minnesota <br />Department of Natural Resources, Minnesota Pollution Control Agency, Board of Water <br />and Soil Resources, Corps of Engineers, U.S. Fish and Wildlife Service, and any other <br />organizations that may be applicable. The National Pollutant Discharge Elimination <br />System (NPDES) Phase II Permit rules shall be addressed in the WRMP. <br /> <br />3. Field Data Collection: Any survey work, if necessary, would be completed by the City <br />of Ramsey or negotiated separately from this contract. <br /> <br />4. Prepare Data Collection Memorandum: A data collection memorandum will be prepared <br />outlining the data sources contacted and the results of these contacts. A description of <br />the information obtained will also be provided to the City along with an organized set of <br />file folders, clearly labeled, containing the information,collected. <br /> <br />B. Rep9rt Preparation and Review <br /> <br />The WRMP shall be prepared in a manner which can be easily modified or reproduced bv the <br />City to satisfy future requirements which might be established by the various watersheq. <br />organizations or State or Federal agencies. The City shall retain ownership of the completed <br />report and all associated maps and data. Ali maps incorporated into the plan shall be provided to <br />the City in a digital format consistent with or compatible with the City's mapping software <br />(ArcView GIS, version 9.2). All documents and data sheets must be prepared in Microsoft <br />Office 2003. All input and output data files shall be provided in an electronic format, as well as <br />hard copy where appropriate, for hydrologic, hydraulic, and water quality models, if applicable. <br />The plan shall reference and include the National Wetland Inventory (NWI) maps distributed by <br />the U.S. Fish and Wildlife Service and the FEMA flood plain maps. The plan shall be consistent <br />with Minnesota Rules Section 8410.0170 as discussed below. However, the specific order or <br />. format of the plan can be determined by the consultant, with staff approval. <br /> <br />1. Purpose. The WRMP must have a section entitled "Purpose" outlining the purposes of the <br />water management programs required by Minnesota Statutes, sections 103B.205 to 103B.255. <br /> <br />2. Water Resource Management Related Agreements. Any appropriate water resource <br />management related agreements, which have been entered into by Ramsey will be outlined. This <br />includes joint powers agreements related to water management that Ramsey is party to between <br />itself and the WMO, adjoining communities, or private parties.
