<br />concerning these agreements in general conformance with the content of joint powers agreements <br />for WMO's outlined in Minnesota Rules Section 8410.0030 will be included. <br /> <br />City Staff will compile the aforementioned data and supply it to the consultant for incorporation <br />into the Plan. <br /> <br />3. Executive Summary. The plan shall have" a section entitled, "Executive Summary," which <br />generally summarizes the content of the Ramsey WRMP in a manner similar to that required for <br />WMO and WD plans under Minnesota Rules Section 8410.0050. <br /> <br />4. Land and Water Resource Inventory. The plan will contain a composite land and water <br />resource inventory containing all relevant data from the CCWD and the LRRWMO plans <br />affecting it consistent with the data required by Minnesota Rules Section 8410.0060. <br /> <br />5. Establishment of Policies and Goals. The local plan will state specific goals and <br />corresponding policies related to the purpose of these plans, be consistent with the policies and <br />goals of the CCWD and the LRRWMO plans, and address the relation of the Ramsey plan to the <br />regional, sfate and federal goals and programs outlined in Minnesota Rules Section 8410.0080. <br /> <br />6. Assessment of Problems. The plan will contain a summary assessment of existing and/or <br />potential water resource related problems, including those identified in the CCWD and <br />LRRWMO plans which affect the community. The problem assessment must be completed for <br />only those areas within the corporate limits of the community and meet the same content <br />requirements as that outlined for organization plans pursuant to Minnesota Rules Section <br />8410.0090, Subparts 1 and 2. <br /> <br />,/ <br /> <br />7. Corrective Actions. The plan shall describe non-structural, programmatic and/or structural <br />solutions to the problems identified in part 8410.0170, Subpart 6 (Assessment of Problems). The <br />mandatory actions outlined in Minnesota Rules Section 8410.0100, Subparts 1 through 6 for WD <br />and WMO plans, shall be considered except that such actions shall be limited to those that can be <br />implemented at a local level. All corrective actions must be consistent with the CCWD and <br />LRRWMO plans. <br /> <br />8. Financial Considerations. The plan will contain an analysis of the financial impact of <br />implementation of the proposed regulatory controls and programs identified pursuant to Part <br />8410.0170, Subpart 7 (Corrective Actions) and described in detail in 8410.0170, Subpart 8.. <br /> <br />9. Implementation Priorities. The plan shall include a capital improvement plan that includes <br />recommended improvements along with an implementation plan and project costs. <br /> <br />The local plan will prioritize implementation components so as to make the best use of available <br />local funding and prevent future water management problems from occurring to the maximum <br />practical extent. The Ramsey plan must prioritize the LRRWMO plan implementation ' <br />components in line with the LRRWMO priorities as outlined pursuant to Part 8410.0120, but for <br />only those implementation components that must be facilitated by the City. <br /> <br />10. Implementation Program. The plan must outline required implementation components <br />that apply at a local level. These components shall be consistent with the required plans <br />components outlined for the LRRWMO plans underpart 8410.0130. <br /> <br />11. Amendment Procedures. The Ramsey plan will contain a section entitled "Amendments to <br />Plan," containing the year the plan extends to and establishes the process by which amendments <br />may be made.
