<br />i <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />3.0 TRANSPORTATION PLAN UPDATE <br /> <br />3.1 INTRODUCTION <br /> <br />One of the most essential public facilities for promoting economic development and a high <br />quality of life is a functional, efficient, and safe transportation system. The City of Ramsey <br />is currently at a point where improvements to its transportation system are needed to ensure <br />that mobility desires will be met to serve a growing population, an expanding base of <br />developable land, and an increasing demand for public services. <br /> <br />The transportation element of the City of Ramsey Comprehensive Plan Amendment identifies <br />transportation issues and needs, goals and objectives, policies, and specific improvements <br />that should be implemented. This element of the Comprehensive Plan Amendment is divided <br />into six topic areas as follows: <br /> <br />3.1 Introduction <br /> <br />3.2 Transportation Goals and Objectives <br /> <br />3.3 Transportation Issues and Needs <br /> <br />3.4 Recommended Road System and Public Transportation Plan <br /> <br />3.5 Recommended Park and Trail Plan <br /> <br />3.6 Recommended Road and Trail Design Guidelines and Standards <br /> <br />Use of the Comprehensive Plan Amendment <br /> <br />The transportation element of the Comprehensive Plan Amendment will be used to promote <br />the efficient and safe movement of motorized vehicles, bicyclists, and pedestrians in the City <br />of Ramsey. Specifically it will be used to: <br /> <br />. Coordinate local actions with those of the Metropolitan Council, Mn/DOT, and <br />Anoka County <br />. Support the Land Use Plan described in Section 2.0 of this document <br />. Guide major street system decisions <br /> <br />Page 3-1 <br />
