. ..

City of Ramsey
Comprehensive Plan Amendment
Transportation Element

community members' overall vision for the community and specific vision for the
transportation system. In total four goals were developed to address:

. Overall vehicular mobility
. Physical street network
. Mass transportation and travel demand management
. Pedestrian and bicycle transportation modes

Goal 1:

Achieve ease of movement through the City and among the neighborhoods

Ease of access determines how land may be used and its value along with the
degree of convenience motorists will experience in their daily travel
movements. Good vehicular movement is a key to economic development.
Commercial vehicles must be able to access places of business and the
metropolitan highway system with as little impact as possible on streets that
serve residential land use and non-business traffic.

Objectives

A. Develop a transportation system to move people to and through the City and among
its neighborhoods and subareas in a safe and convenient manner.

B. Develop a transportation system to move commercial vehicles to places of business
while affording them convenient access to the metropolitan highway system.

C. Coordinate the transportation system with the land use plan, allowing sound land use
decisions, rather than road alignments, to be the base-line determinant in the City's
development.

D. Improve interjurisdictional transportation planning to facilitate cooperation with
neighboring municipalities and townships.

Page 3-5
