City of Ramsey
Comprehensive Plan Amendment
Transportation Element

Goal 2:

Maintain a street system based on the section line grid, clearly
differentiated into minor arterials supported by a collector road system.

The efficiency of the road system will be maximized and land development will
be enhanced if roads are designed according to a hierarchal system
coordinated with the land use plan.

Ob1ectives

A. Provide easy access to and from commercial areas, malls, industrial parks, other land
uses, and the regional road system.

B. Provide roads to serve anticipated markets and growth areas.

C. Design the transportation system to preserve neighborhood integrity and safety.

D. Separate functions wherever possible with high volume, cross-town trips on high
capacity streets and low volume, circulating traffic and local trips on low capacity
streets.

E. Develop a safe, efficient and consistent system of arterials, collectors, and local/resi-
dential streets.

Goal 3:

Support and expand access to public transportation and other high
occupancy vehicles.

Public transportation is important in reducing dependence on the personal
automobile and for improving the movement of lower income people, the
elderly, and youths.

Objectives

A. Identify opportunities to increase use of transit, van pools, and car pools for
commuter work trips to and from the central cities and other locations.

Page 3-6
