<br />. . <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />Eliminating existing direct access to TH 10 and constructing logically-spaced median breaks <br />where left-turns would be permitted is the obvious solution to this issue. While recognizing <br />the need to address traffic flow and safety issues in a timely manner, the City is sensitive to <br />the needs of existing businesses along TH 10. With the exception of businesses located at <br />the intersections of TH 10 and the north/south cross street, all the businesses on the north <br />side of the road rely on direct access to T.H. 10. <br /> <br />TH 10 recommendations are outlined below: <br /> <br />. Construct a north side frontage (access) road along TH 10. The access road would be <br />located adjacent to south side of the railroad right-of-way. Efforts would be made to <br />extend the access road from CR 57 to CR 83. Moving west, however, this becomes <br />increasing difficult, and the access road may have to be terminated at a point <br />approximately 1,000 feet east of CR 83. At this point the width of the land between <br />the railroad right-of-way and TH 10 ranges from approximately 100 feet to 20 feet. <br /> <br />The access road would be accessible to TH 10 from the north/south cross streets; CR <br />56 and CR 57 and, possibly, CR 83. It would provide access to the back side of <br />parking lots that currently serve existing business locations. <br /> <br />. Continue development of south side frontage road along TH 10 in a manner that is <br />consistent with the adopted land use designations. <br /> <br />. Develop fi6Yth/66l:ltbollector roads south of TH 10 to serve the area between TH 10 <br />and the Mississippi River. These collector roads should be developed consistent with <br />the adopted land use designations and, to the extent possible, in a grid pattern. The <br />north/south alignment of these roads should enable direct access to TH 10 at mile <br />intervals (CR 83, CR 56, and CR 57). They should also intersect the frontage road <br />on the south side of TH 10 at the one-half mile point. <br /> <br />. Begin discussions with Mn/DOT on the installation of a traffic signal at the TH <br />lO/CR 83 intersection. The City or. Mn/DOT could conduct field studies to count <br />daily traffic volume and peak hour turning movements at this intersection and prepare <br />analysis to determine if signal warrants are met. Traffic signal design and actual <br />installation would have to be in accordance with Mn/DOT specifications and <br />guidelines. <br /> <br />Page 3-25 <br />
