Begin discussions with the Burlington Northern Railroad and Mn/DOT to identify an . appropriate location for a railroad overpass across TH 10. TheC<i:tty. has identified a roadway in the general location of the extension ofCR 116 westward as a possible location. The City recognizes further study.will be necessary.to determine if Puma Strp.e is the most suitable location. It will be important in future studies of this issue to evaluate alternative locations to ensure that the selected location for the overpass will satisfy a series of goals. Among these are: 1) supporting future land development and associated travel demand, 2) TH 10 traffic flow and safety, and 3) engineering feasibility (vertical and horizontal clearance criteria for the railroad) and slopes from the top of the overpass to the north/south street. North/South Roads . Cooperate with the City of Elk River to identify design goals, funding strategy, and implementation schedule for the improvement of Jarvis Street. Both cities envision continued residential development along Jarvis Street, which is the boundary between Ramsey and Elk River. In order to contribute to the linkage between the two cities, Jarvis Street would be continued to the north to 169th Avenue from its present terminus at 165th Avenue, as described in the City of Elk River Comprehensive Transportation Plan (MSA, Inc.; 1993). Beyond what is described in Elk River's plan, Jarvis Street would also need to be extended from 169th Avenue to 173rd Avenue, as proposed in this document. (See Figure 3-6 on the following page.) A recommended strategy would be for the two cities to petition Mn/DOT to designate Jarvis Street as an MSA street since it intersects TH 10, a principal arterial under Mn/DOT's jurisdiction. This strategy would make the two cities eligible for Mn/DOT funding assistance for traffic signal installation and other improvements. . Reconstruct CR 83 from 161st Avenue to CSAH 22 to widen shoulders and increase curve radii. . Continue the Puma Street alignment on the south side of TH 10 to provide access across TH 10. This would require construction of a railroad overpass to allow traffic to cross the highway. Access ramps to/from the overpass would also be part of the design to allow traffic to move between Puma Street and TH 10. Page 3-26
