<br />\ <br /> <br />~ . <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />. Begin discussions with the Burlington Northern Railroad and Mn/DOT to identify an <br />. appropriate location for a railroad overpass across TH 10. TheC<i:tty. has identified a roadway <br />in the general location of the extension ofCR 116 westward as a possible <br />location. The City recognizes further study.will be necessary.to determine if <br />Puma Strp.e is the most suitable location. <br /> <br />It will be important in future studies of this issue to evaluate alternative locations to <br />ensure that the selected location for the overpass will satisfy a series of goals. <br />Among these are: 1) supporting future land development and associated travel <br />demand, 2) TH 10 traffic flow and safety, and 3) engineering feasibility (vertical and <br />horizontal clearance criteria for the railroad) and slopes from the top of the overpass <br />to the north/south street. <br /> <br />North/South Roads <br /> <br />. Cooperate with the City of Elk River to identify design goals, funding strategy, and <br />implementation schedule for the improvement of Jarvis Street. Both cities envision <br />continued residential development along Jarvis Street, which is the boundary between <br />Ramsey and Elk River. <br /> <br />In order to contribute to the linkage between the two cities, Jarvis Street would be <br />continued to the north to 169th Avenue from its present terminus at 165th Avenue, as <br />described in the City of Elk River Comprehensive Transportation Plan (MSA, Inc.; <br />1993). Beyond what is described in Elk River's plan, Jarvis Street would also need <br />to be extended from 169th Avenue to 173rd Avenue, as proposed in this document. <br />(See Figure 3-6 on the following page.) <br /> <br />A recommended strategy would be for the two cities to petition Mn/DOT to designate <br />Jarvis Street as an MSA street since it intersects TH 10, a principal arterial under <br />Mn/DOT's jurisdiction. This strategy would make the two cities eligible for <br />Mn/DOT funding assistance for traffic signal installation and other improvements. <br /> <br />. Reconstruct CR 83 from 161st Avenue to CSAH 22 to widen shoulders and increase <br />curve radii. <br /> <br />. Continue the Puma Street alignment on the south side of TH 10 to provide access <br />across TH 10. This would require construction of a railroad overpass to allow traffic <br />to cross the highway. Access ramps to/from the overpass would also be part of the <br />design to allow traffic to move between Puma Street and TH 10. <br /> <br />Page 3-26 <br />
