<br />. . <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />As indicated in previous studies, the intersection of TH 47 and CSAH 5 is in need of <br />reconstruction. It is currently constructed so that the northbound lane on TH 47 slopes to the <br />east. While specifications for tangent and sight distance are met at this intersection, it is <br />awkward and inconsistent with optimal design. In view of the corridor's future development <br />potential, the associated traffic volume increase, and the current accident rate, reconstruction <br />of the intersection is a high priority. It is further recommended that the City initiate a TH 47 <br />corridor study to address the following issues: <br /> <br />. Existing conditions relative to planning, zoning, ordinance development, traffic <br />operations, and safety <br />. Documentation of operational and safety implications of access management <br />. Identification of existing operational and safety deficiencies <br />. Development and evaluation of alternative geometric and traffic control <br />improvements, consideration of benefit:cost, social, economic, and environmental <br />impacts <br />. guidelines and recommendations for managing access along the corridor. <br /> <br />The recommended corridor study should not'~,be a major investment stt,ldy Or environmental <br />impact study but, instead, should provide an overall framework, setting priorities for a <br />program of easily implemented low cost improvements to: 1) enhance safety and 2) preserve <br />the traffic-carrying capacity of the corridor. <br /> <br />TRIO <br /> <br />TH 10 is the only road in the City of Ramsey that is part of the regional highway system. It <br />is an extremely important principal arterial, serving as a major link between northwest <br />suburban and exurb an communities and the central cities. Its importance is evident from an <br />evaluation of its current and forecast daily traffic volumes in the City of Ramsey and <br />elsewhere. (See Figure 3-4.) <br /> <br />Access between adjacent land use and TH 10 is already an issue, and increased daily traffic <br />volumes will only serve to exacerbate the problem. As mentioned, the TH 10 Corridor Study <br />(Barton-Aschman Associates, Inc.; 1988) documented 53 private access points along TH 10 <br />within a 2.65 mile segment within the City of Ramsey. As a result the number of accidents, <br />including several fatalities, has been high. Field analysis showed that most of the problem <br />driveways are located on the north (westbound) side of TH 10. <br /> <br />Page 3-24 <br />
