.. ....

City of Ramsey
Comprehensive Plan Amendment
Transportation Element

. Refer those interested in ridesharing programs s'lRmkl-be d;"~r.ted. to Anoka County
Traveller and/orMCTO and distribute information on available programs at the City
Offices.. .

. Pursue the bus transit recommendations identified above to study the feasibility of: 1)
extending limited, fixed route services into Ramsey from the City of Anoka and 2)
future park-and-ride lots within the City.

. Adopt a Travel Management Ordinance that would apply to new developments,
particularly along TH 10 and other congested areas. The ordinance would describe
bonuses for new business developments in highly congested corridors to encourage
implementation of strategies to reduce travel demand:
Encourage use of transit for employees by taking advantage of Section 132(f)
benefits; $60 per month per employee to use for transit can be claimed as a
business expense.
Adopt staggered work schedules and flex time policies
Coordinate ridesharing for employees
Develop on-site facilities to accommodate convenient transit access

. Encourage existing employers who adopt staggered work hour (flex time) programs.
These programs allow employees to report to and leave work at non-traditional times
and help to reduce work-related, peak hour travel demand on roads.

. Provide incentives to property managers who locate transit stops and/or park-and-ride
facilities in their parking lots.

. Provide incentives to developers who propose higher density, cluster-style residential
developments.

. Provide incentives to commercial, industrial, and residential developers who include
bicycle trails and linkages to the City's bicycle paths in their site plans.

Page 3-32
