The extension along the TH 10 corridor would <br />terminate in Anoka near the TH 10/169 interchange. A further extension of the line along <br />TH 10 into and through Ramsey would not be feasible until after 2010. Feeder bus services <br />would be provided on TH 47 to transport LRT passengers to the LRT station along the TH <br />10 corridor. <br /> <br />Travel Demand Management <br /> <br />All metropolitan area communities preparing transportation plans are to consider methods and <br />approaches to reducing demand on the metropolitan highway system. Travel Demand <br />Management (TDM) refers to the application of transportation strategies to influence the <br />level of daily travel on the existing road system through management programs versus design <br />or operational methods. The concept of managing travel demand in suburban and exurban <br />settings is fairly new. <br /> <br />The goals of a TDM program is to meet specific traffic objectives such as increased auto <br />occupancy rates, decreased peak hour travel, and increased transit use. Benefits may <br />include: <br /> <br />. Reduced travel demand and traffic congestion <br />. Reduced demand for new roads <br />. Preservation of limited financial resources <br />. Energy conservation and improved air quality <br /> <br />A TDM program involves specific steps to improve the efficiency of the road network by <br />focusing actions on land use development trends, vehicle-carrying capacity efficiencies, and <br />accessibility. Basic elements of the TDM program recommended for Ramsey include the <br />following actions that should be implemented by the City: <br /> <br />. Establish a Travel Management Organization (TMO) to advocate and promote TDM. <br />Enlist citizens, elected officials, TH 10 businesses, educators, etc. to serve in the <br />organization. A representative from Ramsey's TMO could also serve on the Anoka <br />County TMO to gain greater exposure to TDM strategies that are being adopted <br />throughout the region. <br /> <br />Page 3-31 <br />
