<br />. . <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />units per acre as the minimum level of residential development necessary to support fixed <br />route transit services. <br /> <br />Because of the many TH 10 access opportunities, however, Ramsey residents can easily <br />utilize the park-and-ride lots that have been located in the area. Existing park-and-ride lots <br />that serve Ramsey residents are located along CSAH 7 south of CR 116 and at the Anoka- <br />Ramsey Community College, both in the City of Anoka. MCTO Route 27 runs these park- <br />and-ride lots and other activity centers in Anoka (Anoka Technical College, Anoka Metro <br />Center, and Anoka High School) and downtown Minneapolis. Generally, Route 27 operates <br />on half-hour, 45 minute, and hour-long head ways depending on the time of day. <br /> <br />It is recommended that Ramsey should evaluate travel patterns in its expanded Urban Service <br />Area to determine the future need for public transportation services. As the density of <br />residential development and need for transit increase, limited fixed route transit services or <br />paratransit services might be extended to this area to operate as feeders to regular route <br />services in the City of Anoka. <br /> <br />It is also recommended that the City pursue development of park-and-ride lots within its <br />borders. As recommended above, a study should be conducted to determine the need for <br />Ramsey-based lots and the extent to which they would be utilized. Such a study would <br />additionally need to address land availability, sizing, access, transit circulation, and financing <br />issues. It was recommended in the Anoka County Comprehensive Transportation Plan that <br />park-and-ride lots should be located in the vicinity of the CR 83/TH 10 and TH 47/CR 27 <br />intersections . <br /> <br />As stated in the Anoka County Plan, if the City received a favorable response from potential <br />park-and-ride patrons, it could apply to Mn/DOT for federal funds to acquire and improve <br />additional park-and-ride sites. <br /> <br />Light Rail Transit <br /> <br />The Anoka County Comprehensive Light Rail Transit (LRT) System Plan was prepared in <br />1989, to identify LRT alignment alternatives. Analysis in the Plan showed that the most <br />feasible LRT line would run between downtown Minneapolis and the Northtown Shopping <br />Center, and that extension of LRT further to the north would not be feasible until 2010. <br /> <br />Page 3-30 <br />
