. . City of Ramsey Comprehensive Plan Amendment Transportation Element potential locations for the river crossing. As well, Anoka County, in its 2010 Comprehensive Transportation Plan (BRW, Inc.; 1995), has identified a potential location for the bridge that would cross the river midway between CR 83 and CR 56 and directly connect with a realigned CR 56 on the north side of THlO. As part of the County's long range plan, CR 56 would be redesignated as TH 47 and would operates as an "A" minor arterial. The City of Ramsey recognizes the potential benefits of the alignment identified in the Anoka County Plan, but feels the County was premature in its identification of this alignment alternative. It is felt by the City that documented or charted identification of an alignment alternative at this point will influence land values and land use decisions. Further, the early identification diminishes opportunities for Ramsey and Dayton to participate in the debate on how a bridge would impact their cities. Based on preliminary review of the County's alignment alternative, the City of Ramsey has determined that if an additional Mississippi River crossing is needed in the future, the City would be interested in studying potential locations within its borders, and feels that an appropriaOO location might lie sgm0when~ between Ptlma Street aBd CR 56.. Public Transportation Access to Fixed Route and Express Bus Transit The City of Ramsey is located outside the Metropolitan Transit Taxing District. Because the full transit tax is not levied in Ramsey, fixed route and express transit services are not provided within the City Limits. Legislative action would be required to include Ramsey in the Taxing District. Paratransit support services, however, are provided in Ramsey by the Metropolitan Council Transit Operators (MCTO). These services are intended to assist those (individuals, organizations, and the City) who want to organize van or car pools. Paratransit services in Ramsey continue to be provided by the Anoka County Traveller Program. The program receives Anoka County and MCTO funding. Given Ramsey's location in the region and its current, sparse population, provision of fixed route transit services is not feasible. Transit planners recommend a density of 15 dwelling Page 3-29
