<br />CASE # 6 <br /> <br />Introduce Ordinance to Rezone Certain City-Owned Properties to Public-Quasi Public: <br />Case of City of Ramsey <br />By: Breanne DaInes, Associate Planner <br /> <br />Background: <br /> <br />The City of Ramsey has recently codified a public-quasi public zoning district. Within this <br />district, all government buildings are permitted. In an effort to include City-owned buildings <br />within this district, City Staff is presenting a case to rezone both the current fire station located at <br />15050 Armstrong Boulevard and the public works facility at 14100 Jaspar Street to Public-Quasi <br />Public. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Maps <br />b) Public-Quasi Public Zoning District Code Revisions <br />c) Planning Commission minutes, January 4,2007 <br />d) Proposed Findings of Fact <br />e) Proposed Ordinance <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners located within 350 feet were notified of the <br />proposed rezoning for the public hearing on January 4,2007. <br /> <br />Observations: <br /> <br />The creation of the Public-Quasi Public Zoning District occurred with the 2002 Comprehensive <br />Plan update. In the summer.of 2006, the Planning Commission and City Council approved the <br />creation of standards for the new zoning district. The intent of the district is to accommodate <br />public and semi-public uses such as government buildings, parks, schools, and public and private <br />utility stations. Most of Ramsey's city-owned parcels already appear ill the public-quasi public <br />zoning district. However, it has come to Staffs attention that the Ramsey Fire Station on <br />Armstrong and the public works facility on Jaspar both still resemble their original zoning. <br /> <br />The fire station located at 15050 Armstrong Boulevard is currently zoned R-l Residential. The <br />public works facility is currently zoned E-2 Employment. In order to come into conformance <br />with the Comprehensive Plan, these parcels must be rezoned to Public-Quasi Public. Under the <br />new zoning district (Public-Quasi Public), the performance standards may defer to B-1 Business <br />where applicable, subject to the Zoning Administrator's determination. Most public-quasi public <br />uses resemble commercial-type operations, hence the deference to the business district. <br /> <br />-309- <br />
