<br />The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $792,828.86 for the total bid of said
<br />improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest
<br />responsible bidder. Adding indirect costs in the amount of 23-percent brings the total project costs to $974,507.92.
<br />The bid is 25-percent less than the engineer's estimate, primarily due to lower than anticipated excavation,
<br />earthwork, and concrete costs.

<br />Bolton & Menk has submitted a proposal for construction staking and as -built survey of said improvements for
<br />the total not -to -exceed amount of $43,110.00. Construction staking is included in the indirect costs, and is
<br />proposed to be paid for by TIF #1 and Storm Sewer Utility funds.
<br />The CIP level estimate had a total estimated project cost of $1,168,308, which includes street costs of $1,015,920
<br />and storm sewer costs of $152,388. The final project costs may change depending upon bid prices and actual
<br />construction quantities.
<br />City staff proposes to administer and inspect construction. Plans and specifications were prepared in-house as part
<br />of staff's normal duties.
<br />Recommendation:
<br />On January 20, 2026, the Ramsey Public Works Committee reviewed and recommended approval of the final
<br />plans. Additionally, the committee recommended placing temporary parking signs during concrete curb and gutter
<br />installation to assist residents in knowing where to park, versus providing written direction in letters to park on the
<br />north, south, east or west side of a street as some people may not know these directions. Public Works staff is in
<br />the process of making said signs for use during construction to better assist residents.
