Mr. Sagwold stated he has a letter from the County dated July 2004 that grants him <br />permission to use the driveway on Outlot E, which is directly across from Lord of Life Church. <br />The letter states tlns would require no left turn lane and is subject to the City's approval. He sent <br />a copy of this letter to Patrick Trudgeon. Chairperson Nixt stated this further amplifies his <br />proposal for development of this area. Three driveways for access with the addition of 70 trips <br />for these 70 units is not responsible planning; there is a way to develop this that provides for site <br />control in a more regimented and acceptable manner. Chairperson Nixt noted the connection of <br />this subdivision does not facilitate integration with an existing neighborhood. He does not know <br />that it would be necessary to provide direct access to 146th Street, as it will not tie into the <br />townhome subdivision to the south. Mr. Aaron Stritesky stated this could be a conforming cul- <br />de-sac all the way to the church property. Chairperson Nixt asked if the applicant has a <br />preference as to whether the Commission tables this application or moves forward with what will <br />likely be a recommendation for denial. Mr. Aaron Stritesky stated he does not want to table the <br />application. Mr. Gary Stritesky stated they need to consider the construction timeframe. If this <br />application is tabled and pushed out for two months it may not be considered until September. <br />All they have done is gone by staff recommendations, and have tried to accommodate as much as <br />possible. Commissioner Brauer asked if the applicant would be willing to work with staff based <br />on the comments that have been made about the possible realignment of roads and to come up <br />with something that would meet some of the issues that have been raised if the application were <br />to be forwarded to the City Council. Mr. Aaron Strite sky responded in the affirmative. <br />Commissioner VanScoy asked if there are any advantages to the applicant in tabling this <br />application. Chairperson Nixt noted the advantages would likely be to have a recommendation <br />from the Planning Commission going forward to the City Council. <br /> <br />Commissioner Brauer withdrew the motion to table the request for preliminary plat and <br />preliminary site plan for GADS Prairie. <br /> <br />Commissioner Levine stated he is in favor of moving forward, but he is concemed there has not <br />been the dialogue there could be between the property owners. However this vote comes out, as <br />this application goes forward to the Council he would hope there would be future dialogue to see <br />what can happen as far as accommodating all the property owners involved. <br /> <br />Motion by Commissioner VanScoy, seconded by Commissioner Levine, to recommend that the <br />City Council deny the preliminary plat and preliminary site plan for GAD's Prairie based <br />primarily on the issue of access on CR 5. <br /> <br />Further discussion: Commissioner Cleveland inquired about the square footage planned for the <br />homes and where the front doors will be located. Mr. Aaron Stritesky replied the homes will be <br />l,340 square feet. There will be an entry pocket that opens into the kitchen. <br /> <br />Motion Carried.
