<br />Case #4: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan for GADS Prairie; <br />Case of Aaron Stritesky Construction <br /> <br />Community Development Director Trudgeon stated Aaron Strite sky submitted a preliminary plat <br />application to develop nine detached townhome units on the property located to the west of <br />Nowthen Boulevard and north of Iodine Street NW. The sketch plan previously showed seven <br />lots with a temporary cul-de~sac, and now shows nine lots without the temporary cul-de-sac. <br />The property is approximately 1.7 acres in size and is zoned R-2 Medium Density Residential, <br />which allows up to seven units per acre. The preliminary plat has been revised to indicate a <br />public road through the property, as requested by staff, and indicates the platting of nine lots <br />currently. City Code requires a cul-de-sac on the terminus of any public road, either temporary <br />or permanent. Staff has requested that a temporary cul-de-sac be installed at the end of Helium <br />Street. Lots 1 and 2 would remain unbuildable with an access easement until Helium Street is <br />extended to the north. Mr. Trudgeon advised this is a difficult site due to the location on a <br />county road and the shape of the lot. Staff feels the detached townhomes are a good fit for this <br />particular property and bring diversity in housing. <br /> <br />Community Development Director Trudgeon advised the Planning Commission heard this case <br />on June 1, 2006, and unanimously recommended denial of the preliminary plat based on the <br />proposed road configuration. Staff would welcome all three property owners working out a <br />master plan, but that is not the case, and they need to deal with what they have. After reviewing <br />alternative road configurations, staff has decided that the proposed road configuration most <br />closely meets the City Code by providing future street connections and, over time, reducing the <br />overall access points to Nowthen Boulevard. The current plan does not include a temporary cul- <br />de-sac, which would provide a turnaround for the proposed development. One of the <br />contingencies of approval recommended by staff is the installation of a temporary cul-de-sac and <br />conveyance of an access easement to the City across Lots 1 and 2. The other recommended <br />contingencies are receiving a rezoning to Planned Unit Development and compliance with the <br />City Staff Review Letter dated may 24, 2006, revised June 23, 2006. <br /> <br />City Engineer Jankowski advised staff has made a concession on this plat in allowing the right- <br />of-way immediately adjacent to the county road to be reduced to 45 feet, instead of the typical 60 <br />feet. The pavement width is proposed to be the standard 24 feet. Staff is comfortable with the <br />reduced right-of-way because the proposed Helium Street right-of-way is adjacent to existing <br />right-of-way for the County Road. The public right-of~way is a better alternative than the private <br />road proposed at the sketch plan stage. Mr. Jankowski advised the proposed plat does not <br />indicate a sidewalk on Helium Street; this is generally acceptable to staff due to the requirement <br />to construct a bituminous trail along Nowthen Blvd NW. <br /> <br />Mayor Gamec asked if two lots would still need to be eliminated if there were to be a bubble <br />onto C.R. #5. <br /> <br />City Engineer Jankowski replied both of the lots would be eliminated with the plan submitted. <br /> <br />22 <br />
