Chairperson Nixt called the regular meeting of the Planning Commission back to order at 10:25
p.m.

Commissioner Trites Rolle questioned if the change in parking requirements will result in
significantly less parking. She asked how it will be determined that there will be sufficient
parking for employees, the public, apartment building residents, etc. with the change to
maximum allowable parking stalls.

Associate Planner DaInes replied this change would allow significantly less parking. Staff
discussed this extensively and it was determined that the retailers and the users always want more
parking. Staff does not feel with the street and public parking that would be available that users
will build less parking than what is demanded; the market will determine how much parking
would be needed. This proposed change is up for scrutiny if the Commission does not agree.

Commissioner VanScoy requested further information regarding the maximum allowable
parking.

Associate Planner Dalnes replied the key is to limit the sea of parking resulting from parking
minimums. If they are going to lower the FAR they need a protection for the parking. The
majority of the intent is to counter the FAR change, but also to keep developers from building as
much parking as they want. She noted almost every development that has come through has had
variances to the FAR.

Commissioner Van Scoy inquired about drive-thrus being allowed in TC-3 areas.

Associate Planner Dalnes indicated the TC-3 area is the eastern part of Ramsey Town Center
with the medical office. Drive-thrus were not permitted at all, and now would be a conditional
use to allow for requests from pharmacies and other retail with the ability to limit the type of
drive-thru. She indicated the statement excluding pharmacies will be eliminated from the use
list.

Commissioner Van Scoy inquired about accessory car washes being permitted in the TC-2 area.

Associate Planner DaInes indicated this has been changed from commercial car washes being
allowed as a conditional use to accessory car washes being allowed as a permitted use. This
would permit car washes associated with another use, which would be required to go through a
site plan process.

Commissioner VanScoy noted a permitted use states that the use is allowed, while a conditional
use gives the City a choice in approving the use.

Chairperson Nixt pointed out the City was able to work to properly locate the car wash in the
Coborn's site plan due to the conditional use as a qualifier. With a permitted use, if the
applicable setbacks are met, the City does not have the ability to force the conditional nature of
that use.

Planning Commission/January 4, 2007
Page 31 of36

P31
