<br />Associate Planner DaInes indicated this will be changed to accessory car washes as a conditional <br />use. <br /> <br />Commissioner VanScoy requested information regarding the change in the front yard setbacks. <br /> <br />Associate Planner Dalnes explained this came up with the build-to lines. With the stoops on the <br />houses and businesses they need to allow for doors to open without being in the right-of-way. To <br />avoid this occurrence, a couple of feet has been allowed so that when a business door opens it is <br />not being opened into the right-of-way. <br /> <br />The Commission discussed requiring doors to be recessed, rather than changing the front yard <br />setbacks. Commissioner Van Scoy noted the build-to concept was a major component of Town <br />Center. <br /> <br />Associate Planner DaInes indicated the change in the front yard setback versus the requirement <br />for a recessed door will be revisited. <br /> <br />Commissioner VanScoy requested information regarding the proposed change to allow 5 stories <br />in the TC-2 and TC-3 district, as he thought a transition from the core area was planned. <br /> <br />Associate Planner Dalnes explained the change would not disallow buildings of this size, but the <br />thought was not necessarily that there would be buildings of this height. The decrease in density <br />from the core area may not have been considered with this proposed change; she can understand <br />the reasoning for leaving this as 3 stories. <br /> <br />Commissioner VanScoy indicated he would be more comfortable allowing 4 stories, rather than <br />5. <br /> <br />Chairperson Nixt indicated he would prefer to deal with a 5-story building in these areas as a <br />variance if a request were to come forward. <br /> <br />Commissioner Trites Rolle expressed concern regarding whether there will be enough space in <br />the City parking structure. She asked how it is gauged who gets to use the ramp as counting <br />towards their parking stalls. <br /> <br />Community Development Director Trudgeon replied there is a plan that shows the intended use <br />and how the parking structure will be allocated for each of the particular uses in the core area. <br />The outlying areas are on their own to provide parking. <br /> <br />Commissioner Cleveland inquired if there will be height restrictions on parking structures. She <br />expressed concern with the possibility of parking ramps being higher than the buildings. <br /> <br />Associate Planner Dalnes replied there are not parking ramp standards in place; this would be <br />addressed as part of the site plan process. <br /> <br />Planning Commission/January 4, 2007 <br />Page 32 of 36 <br /> <br />P32 <br />
