<br />4 <br /> <br />-- <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: 2007 Legislative Update <br />By: Heidi Nelson, Interim City Administrator <br />Patrick Trudgeon, Community Development <br />Director <br /> <br /> <br />Background: <br /> <br />With the 2007-08 Legislative Session underway, staff would like to discuss legislative <br />priorities with the City Council. In the last session, the City proposed two pieces of <br />legislation, one initiative proposed to create a mixed-use TIF District for the "Sunwood <br />and Grand" project in the Ramsey Town Center. The second bill proposed to create a <br />Ramsey Port Authority. The mixed-use TIF District bill did not advance out of <br />committee. The Port Authority legislation was passed, but due to a drafting mistake, was <br />limited to "Sunwood and Grand" area and not the entire City as was intended. In order to <br />be an effective Port Authority, an amendment to the enabling statute will need to be <br />considered by the Legislature. Included with the Work Session agenda packet is <br />information about the proposed Ramsey Port Authority that was used during the last <br />legislative session. <br /> <br />Staff would like discuss potential legislative initiatives that City Council may want to <br />pursue in the current legislative session, including whether to introduce a bill to correct <br />the Ramsey Port Authority. <br /> <br />Action Statement: <br /> <br />Based upon discussion. <br /> <br />CCWS: <br /> <br />01130/07 <br />
