<br />..2. <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: Water Treatement Plant <br /> <br />By: Leonard Linton, Civil Engineer IT <br /> <br />Background: <br />The number of residents of the City served by municipal water and sewer services is increasing <br />yearly. Water supply capacity must be added as users are added. The City has a Comprehensive <br />Water System Study that was completed in 2004 which identifies the capacity increases needed as the <br />population grows. The City has worked with the Department of Natural Resources (DNR) to identify <br />potential sources of water. The DNR and Metropolitan Council have defined the aquifers <br />(underground water sources) that can be used in the 7 County Metropolitan Area. The DNR said it <br />would permit 3 additional wells prior to the completion ofthe.Comprehensive Water System Study. <br />These wells were included in the Study as sources; however additional capacity will be needed. <br /> <br />One ofthe three wells has been constructed and is online; the other two are under construction at this <br />time. The DNR indicated additional sources such as the surface water should be investigated. The <br />Study includes an alternative for a surface water treatment plant. <br /> <br />Staffwas authorized to submit an application for a grant to help cover the cost of investigating a <br />surface water treatment plant in 2005. The request for the grant or other financial assistance was <br />denied by the Department of Health; however, the council authorized Bolton and Menk, Inc. to <br />begin investigation ofthe potential for a surface water treatment plant in Ramsey. Staff has held <br />several meetings with the DNR, Department of Health, Bolton & Menk and City Council members <br />evaluating options. The study is being funded from the Water Utility Fund. <br /> <br />Bolton & Menk has prepared a Power Point Presentation on the Water Source Investigation and will <br />answer questions. <br /> <br />Action Statement: <br /> <br />No Council Action Required. <br /> <br />ccws: 1-30-07 <br />
