Associate Planner Dames indicated a draft of detached townhome standards was discussed at the <br />Council work session last week. There aze only two or three differences in the standards of <br />detached versus attached townhomes. The R=2 ,standards .are an .acceptable way to analyze <br />detached townhomes, the only trouble is the side yard setback. <br />Commissioner Brauer suggested the .possibility of tabling this application until the detached <br />townhome standards are in place. He explained he does not have a problem with utilizing a PUD <br />or with detached townhomes on this property.; his concern is that there are not rules in place for <br />detached townhomes. <br />Associate Planner Dalnes indicated all of the cities she has researched; detached townhomes are <br />processed by PUD's. <br />Chairperson Nixt stated detached townhomes -are needed in the City, and are a definite <br />improvemenf over the row townhomes. However,. this site is challenging and more time is <br />needed with a concept plan for the entire area so it is not developed in pieces. <br />Commissioner Brauer stated tabling this application would provide an opportunity to pass the <br />guidelines for the detached townhomes, and there is a possibility that something could be worked <br />out with the property owners. <br />Motion by Commissioner Brauer to table the request for preliminary plat and preliminary site <br />plan for GADS. Prairie. <br />Further discussion: Commissioner Van Scoy suggested the landowners discuss access issues <br />with the County. He stated this is a challenged site and access will be the key to how dense it can <br />be developed. Commissioner Trites Rolle indicated she agrees with much of what staff has said; <br />that this is a transition and a difficult use. She also likes that this housing would provide <br />different pricings available to families moving into the City, and add to the attractiveness of <br />Ramsey as a. place to live. She asked if theee was discussion of when Helium Street would go <br />through as a frontage road, and what the arrangement would be with any of the other property <br />owners who are not the. owners taking part in this platting. Assistant Community Development <br />Director Fro]ik,replied as each application comes through they would have to address the same <br />requirements as the Stritesky's. A public road would be required through their plat, which is why <br />staff looked at all three pazcels as a whole with the public safety intent of removing access onto <br />Nowthen Boulevard with a through street- through the pazcels to 146th. Chairperson Nixt <br />suggested the access for this development be lined up along the northeasterly property line, with <br />the possibility of including an access to the property to the north that is left open ended as to how <br />it comes in. He stated the objective is to line up existing streets, and it is unattractive looking at <br />where this road ends and what it will do to the undeveloped property to the north in order to <br />accomplish that objective. He stated the obvious option would be to line up the access for this <br />site to CR 5 at the northeasterly comer of the site. This would leave an option for an exit onto <br />Helium Street when the north property develops; there would be an option of providing a loop <br />for a controlled intersection with one access to all of the parcels from Nawthen Boulevard. Mr. <br />Gary Stritesky stated the County informed him they line up driveways, and they want the Lord of <br />Life Church access to line up as close to his site as possible. Assistant Community Development <br />Director Frolik advised there may be spacing requirements if the access is moved to a different <br />20 <br />
