City Council Highlights April 14, 2026 Councilmembers in attendance were: Kirsten Buscher, Chris Riley, Dan Specht, Shanna Stewart, and Mayor Heineman (remotely). Presentation This regular City Council meeting began with a presentation to swear in new board and commission members. Consent Agend Following the presentation, the City Council unanimously passed 11 Consent Agenda items. Public Hearings Two public hearings were on the docket, the first was to Approve On -Sale Liquor License, including Sunday sales, for Wolf Entertainment LLC dba Carbone's Pizza & Pub located at 6415 Highway 10 NW, Ramsey, MN 55303 (formerly Aurelio's). A background investigation has been completed and approved by the Police Chief. Once approved by the City Council, the application will be submitted to the Department of Public Safety. Council approved the On -Sale Liquor License. The second public hearing was held to Consider a Request for a Variance to Utilize an Alternative Tree Inventory Methodology for Serenity at Rivers Edge (Project No. 26-101); Case of Rivers Edge Development LLC. The project is located on the south side of Riverdale Drive, between Dolomite Street and Sunfish Lake Boulevard. The applicant is seeking a variance to utilize an alternative methodology to complete the required Tree Inventory and Preservation Plan. The request is to use a sampling method that can be extrapolated to the entire property. The Council approved the resolution and recommended pursuing an update to the City Code to authorize staff to approve alternative tree -counting methodologies. Council Business The first was to Adopt Resolution #26-078, Approving a Conditional Use Permit for Indoor Commercial Recreation for D-BAT Baseball & Softball Academy at 8252 147th Lane NW, Suite 700. The proposed business would occupy 16,000 square feet on the building's east end. It will feature 15 batting cages, a 983-square-foot retail pro shop, and an open area for a few parents, spectators, or students waiting for their scheduled time in the batting cages. Council approved the resolution. The second case involved the Adoption of Resolution #26-079, which approves a Conditional Use Permit for Motor Vehicle Sales and a showroom for Power Lodge at 6701 Highway 10 NW. Currently, Power Lodge occupies part of the building for warehousing and operates its main showroom at 6781 Highway 10. Additionally, they lease the property at 6745 Highway 10 for extra storage. This request aims to establish a secondary off-season showroom in the southern 9,631 square feet of the building located at 6701 Highway 10 NW. The Council approved the resolution. The next case was to Consider Resolution #26-082 Amending Development Agreement for Northstar Truck & RV Parking. An amended Development Agreement with updated costs and a reduced surety amount was presented to the Council on March 24, 2026, but the motion failed 3-2. The proposed Development Agreement contained the same financial guarantees as the February 10, 2026, agreement and requested a time extension. The City Charter requires four affirmative votes to pass any motion. The final case was to Introduce Ordinance #26-05, Amending Chapter 106 (Zoning Code) of City Code Pertaining to the Maximum Front Yard Setback for the R-1A, R-1B, and R-1C Districts. The proposed ordinance would exempt properties adjacent to water in the Mississippi River Corridor Critical Area (MRCCA) Overlay District, the Scenic River Protection Overlay District (Rum River), and the Shoreland Overlay District from the maximum front yard setback standard. Amending the City Code allows flexibility in siting a home on a parcel and should help reduce potential future variance requests.
