<br />Mayor Gamec noted the need for consistency in improvements and clean-up required of the <br />businesses along Highway 10. <br /> <br />Consensus of the Council was to direct staff to include this item on a future work session with <br />more information provided regarding the issues that have been raised, and that any lease would <br />need to be at market rate. <br /> <br />Community Development Director Trudgeon indicated staff will provide more details of the <br />proposal, including the level of improvements needed and the parking needs. <br /> <br />3) City Administrator Search Firm Review <br /> <br />Human Resources Manager Reed Kone reviewed that on December 12, 2006, City Council <br />directed staff to issue a request for proposals (RFP) for executive search firms to assist the City <br />with recruitment for a new city administrator. Staff has researched 10 proposals in response to <br />the RFP. It should be noted that for the most part the executive search firms that submitted <br />proposals seem to offer the same, or very similar, core services. Those core services tend to fall <br />into the following categories: creation of a position profile; identification and recruitment of <br />candidates; screening applicants; progress repots; reference and credential checks; interviews and <br />selection; negotiation; and follow-up. Some things that separate these candidates might be cost, <br />and also the fact that some of the national firms do have Minnesota experience, and on the flip <br />side local firms who may have many clients locally in various cities and private sector <br />employees may not have a reach for national candidates. Ms. Reed Kone noted the Council was <br />clear in wanting a national search for the city administrator position. <br /> <br />Human Resources Manager Reed Kone advised at the December 8, 2006 work session, Council <br />determined an amount of $26,000 would be allocated to the city administrator search. In <br />reviewing the executive search firm proposals, it has become clear that the search may cost <br />slightly more than anticipated depending on the number of out-of-state finalists the City Council <br />wishes to consider and which search firm (local or national) is ultimately selected. Ms. Reed <br />Kone advised staff recommends that the City Council consider interviewing at least three firms. <br />Staff believes that the following four firms represent a good cross section of the firms that have <br />expressed interest in conducting Ramsey's search for a new city administrator: the Mercer <br />Group (national); the Waters Consulting Group (national); Personnel Decisions International <br />(local); and the Sathe Group (local). Ms. Reed Kone indicated with City Council approval, <br />interviews with the selected firms will be held on January 16, 2007. Ms. Reed Kone stated the <br />Mercer Group indicated in their proposal they would pay their own travel expenses for an <br />interview. She contacted the Waters Group to see if they would make the same offer; they <br />indicated they would, but would send someone from their Cleveland office and that the search <br />would be conducted from somewhere else if they were hired. <br /> <br />Councilmember Elvig indicated he received input from someone that does a lot of staffing and <br />recruiting locally, who pointed out three items to watch for that are games in the recruiting <br />business. A couple of these firms seemed to be playing that game, which turned him off from <br />those firms right away. Some recruiting firms will actually locate individuals, and two years <br />later recruit them for a different location.
