City Council Highlights
<br />April 14, 2026
<br />Councilmembers in attendance were: Mayor Heineman,
<br />Councilmembers Buscher, Olson, Peters, Riley, Specht, and
<br />Stewart.
<br />Presentation
<br />This regular City Council meeting began with the annual Police
<br />Department presentation, which included updates on crime data,
<br />trends in calls for service, and the Department's activities in 2025.
<br />Consent Agenda
<br />Following the presentation, the City Council unanimously passed
<br />11 Consent Agenda items.
<br />Council Business Included Three Cases
<br />The first was to Adopt Ordinance #26-05, Amending Chapter
<br />106 (Zoning Code) of City Code Pertaining to the Maximum
<br />Front Yard Setback for the R-1A, R-1B, and R-1C Districts. The
<br />proposed ordinance would exempt properties adjacent to water in
<br />the Mississippi River Corridor Critical Area (MRCCA) Overlay
<br />District, the Scenic River Protection Overlay District (Rum River),
<br />and the Shoreland Overlay District from the maximum front yard
<br />setback standard. Amending the City Code allows flexibility in
<br />siting a home on a parcel and should help reduce potential future
<br />variance requests. Council approved the adoption of Ordinance
<br />#26-05.
<br />The next case was to Introduce Ordinance #26-07, Amending
<br />Street Names in the Plat of "Riverstone." In 2017, when the
<br />Riverstone development was going through the approval process,
<br />some of the roadway names selected deviated from the grid while
<br />maintaining an alphabetical order of animal names. Some of the
<br />numbered avenues were also adjusted, though not included in that
<br />ordinance. The City assigned addresses according to the intended
<br />street names, though they do not match the official street names on
<br />the plat. The Anoka County Surveyor's Office has requested that
<br />the City take formal action to correct the issue. Council approved
<br />the Ordinance introduction.
<br />The final case was to Introduce Ordinance #26-08, Amending
<br />a Street Name in the Plats of "Affinity at the COR" and "Ramsey
<br />Town Center Addition." This case concerns Ramsey Parkway,
<br />which extends from Ramsey Blvd to the roundabout on Sunwood
<br />Drive. Ramsey Parkway currently has three segments — Ramsey
<br />Parkway, Ramsey Parkway East and Ramsey Parkway West. The
<br />proposed ordinance would drop the "West" from the street name
<br />between Center Street and Willemite Street. "East" Ramsey
<br />Parkway is not being proposed for change, since there are 58
<br />townhomes and PACT Charter School on that street. Council
<br />approved the introduction; the Ordinance will come back for a
<br />second reading at a future meeting.

<br />conditions.
