Information Technology. In 2006 IT spent a majority of time working on the transition
to the new municipal center. As part of the move to the municipal center we reviewed
phone circuits and lines. We were able to disconnect many lines and consolidate some
circuits. IT also upgraded all servers and added one new as part of the move. We moved
the email system to its own server to allow for more growth. In 2006 we also added a
server for the police video server. We started'with 3 cameras in squad cars and in 2007
we will be adding more. 2006 was our first year with LOGIS GIS services. We have
already made great progress in organizing our GIS data and adding the LOGIS Map
application. All PC's are running the latest operating systems, anti-virus, and anti-spy
ware software. With the addition of some IP phones, both fire stations are now
completely on our phone system and we have eliminated having to pay for external phone
lines. '

Elections. City staff coordinated the Primary Election, which was held on September 12,
2006, with an overall voter turnout of 11.22%. City staff also coordinated the General
Election, which was held on November 7, 2006, with an overall voter turnout of 66.65%.
Three Council seats (at large, Ward 1 and Ward 3) were up for election. The City has
eight polling places and employs approximately 80 election judges.

Community Events. Happy Days made a successful move to the new Town Center
location this year. The event was well attended, despite the early adjournment of
activities due to the weather. The evening entertainment for this year was the Rockin'
Hollywoods. Each year the event grows by participants and events. The Happy Days
Committee did an outstanding job once again, of coordinating all of the events and
making sure the details were taken care of to ensure a smoothly run, fun event for all.
Thanks to the Committee members and the local business community for the continued
commitment to this great community event. Without the support of the committee and
the contributions of the local business community, this event would not be possible.

Facilities. The new Municipal Center opened for business on Monday, October 30th.
The Parking Ramp was completed in July of 2006 and bus service began on January 22,
2007.

COMMUNITY DEVELOPMENT

The Building Division Staff consists of a Building Official, 4 Building Inspectors, a
Permit Technician, and a Secretary. The continuing education program for the Building
Division staff continues to be a high priority. They also continue to cooperate with
QCTV to produce several informational segments that are aired on the local government
channel. As part of the Community Development Department effort to store all property
information and data electronically, the Building Division scanned approximately 9,100
property files in 2006. The remaining 1,800 existing property files will be scanned in
2007. A procedure has been implemented so that all new property files are created
electronically at the time of building permit issuance.

Through December 2006, the City issued 176 housing permits. This is comprised of 67
single-family homes and 109 townhouse units. The number of housing permits issued in
2006 is down from the 391 issued in 2005. The total number of building permits issued
in 2006 (including swimming pools, accessory structures, decks, additions, commercial

2006 Annual Report
-5-
