However, the total valuation of all building permits issued in 2006 was
, $41 ~679 ~869. This represents a significant reduction from the total valuation of
$120~766,817 in 2005. These numbers are indicative of the current downturn in new
residential development and sales statewide.

The value of building permits issued since 1996 is as follows:

1996: $41,201,300
1997; $27,464,500
1998: $35,212,900
1999; $23,656,560
2000: $22,559,900
2001: $19;696,900
2002: $31,258,025
2003 $70,906,900
2004 $110,119,200
2005 $120,766,817
2006 $41,679,869

Economic Development:

The year 2006 was very successful for Economic Development in the City of Ramsey.
Projects completed in 2006 include: Slumberland, Premier Commercial Properties, Dave
Perkins Contracting, Minks Custom Homes, Panther Precision (expansion), Wildlife
Research and Harber Industries. The completed development for 2006 has an estimated
tax assessed market value of $13,000,000 and will have the potential to create over 57
quality jobs in the next few years.

All of this new development has decreased the City's land inventory in its business parks.
Acquisition of additional land to be developed into a new business park or site specific
redevelopment would help the City continue to accommodate the development inquiries.
The EDA continues to lead the redevelopment efforts throughout the city and will be
developing numerous sites located in the Basalt! Azurite/County 116 area. The land south
of the Sanitary Landfill has been identified by the EDA as a potential site of a future
business park.

Planning:

In 2006, the City Council approved 8 residential plats creating 238 single family lots and.
121 townhome lots. The Planning Division was busy processing the plats that created
these additional 359 lots in 2006, as well as reviewing and processing site plans for
approximately 7 new or expanding commercial sites. The Planning Division also
processed a number of amendments to the Zoning Code. The two most significant
amendments were the establishment of the B-3 Business District and the Public/Quasi-
Public District. The intent of the B-3 Business District is to accommodate big box retail
uses and the intent of the Public/Quasi-Public District is to accommodate put>lic and
semi-public uses such as government buildings, public and private recreational uses

2006 Annual Report
-6-
