Mr. Matthew Mull, 5590 l48th Lane NW, stated he works with associations and repairs
townhomes. He has seen people buy townhomes and turn around and rent them out. He would
want to be sure that would not happen with these townhomes.

Chairperson Nixt indicated the rental of the units would need to be addressed with the developer
through the covenants for the development.

Associate Planner Daines indicated the City has a rental licensing program that requires units that
are purchased and rented to be licensed through the City. Other than this requirement the City
cannot restrictthe rental of units; this is something that would need to be addressed specifically
in the townhome development covenants.

Mr. Mull stated fire trucks would be another concern in relation to the road access. The state is
trying to eliminate cul-de-sacs because of that issue.

Chairperson Nixt replied the Fire Chief will provide comments as part of the site plan review
process.

Mr. Mike Kraus stated he lives in the house directly adjacent and west of this proposed project.
This plan has three units backed right up to his backyard. He does not think anyone would be
against putting in four single family houses instead of townhomes stacked up two stories high
backed up to their houses.

Mr. Jeff McCorison, 5571 148th Lane NW, inquired about the possibility of the City allocating
funds to purchase this property to turn into a park due to the special spot and the number of
children in the neighborhood. He commented a park would likely be a better fit than townhomes.

Chairperson Nixt indicated this is a possibility that could be referred to the Park Board.

Chairperson Nixt recommended the applicant work with staff and determine if the sketch plan
can be redesigned based on the comments that have been provided.

Case #4:

Public Hearing - Request for an Interim Use Permit to Allow Outdoor
Storage of Surplus Recreational Vehicles and/or Travel Trailers in the E-l
Employment District; Case of RV World, Inc.

Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:07 p.m. in
order to call the public hearing to order.

Public Hearinf!

Chairperson Nixt called the public hearing to order at 8:07 p.m.

Presentation

Planning Commission/January 4, 2007
