<br />Commissioner Cleveland indicated under the circumstances, the time the permit is being <br />requested for, and that the property has class 5 surface, she does not have a problem with this <br />permit request. <br /> <br />Chairperson Nixt requested staff to provide information regarding the current code requirements <br />in regards to paving. <br /> <br />Assistant Community Development Director Frolik replied bituminous or concrete paving is <br />required for all outdoor storage in the Employment District. <br /> <br />Chairperson Nixt requested information regarding what the City has been doing to try to deal <br />with these issues. He noted the need to be somewhat guarded on how they handle this with the <br />enforcement efforts of the City. <br /> <br />Assistant Community Development Director Frolik stated staff's enforcement of site <br />improvements has started with the Highway 10 corridor, which seems to be the most in need of <br />attention. Staff has conducted a series of four inspections of all the sites and made a note of <br />those that do not have the proper storage surface for their vehicles. Staff has taken that <br />information to Council. Council has tabled the issue to a work session to discuss how to <br />proceed; whether to grant provisional licenses, and whether there should be a review of the north <br />side of Highway 10 with anticipation that it will be part of the Highway 10 right-of-way some <br />day. As far as enforcement, staff is just at an information point at this time; no enforcement has <br />been decided. <br /> <br />Commissioner Levine asked if pavement is required on existing sites as well as new sites. <br /> <br />Assistant Community Development Director Frolik replied new sites are not a problem because <br />all new sites are required to develop with pavement. It is the existing sites that have expanded or <br />never put in any of the pavement required. <br /> <br />Mr. Moyer stated RV World's lot on Highway 10 is in compliance. <br /> <br />Commissioner Trites Rolle asked if the site in question is one that has not been inspected yet. <br /> <br />Assistant Community Development Director Frolik replied staff has not gone into the <br />Employment District with inspections, which is where the site is located. Staff s focus at this <br />time is on the Highway 10 corridor. <br /> <br />Commissioner Hunt indicated he would have a problem forcing someone to pave something on a <br />property that is for sale without an idea of what the future use would be. He would think of that <br />as an unreasonable request. <br /> <br />Chairperson Nixt asked if the surface would need to be paved for the future owner or tenant of <br />the property to have outside storage. <br /> <br />Planning Commission/January 4, 2007 <br />Page 13 of 35 <br />
