Assistant Community Development Director Frolik indicated the Commission would need to
determine a reason for waiving the requirement. This should be included in the findings of fact
so a precedent is not set for other cases.

Mr. Moyer stated this site is being used as outside storage now on class 5; this would just be RV
World's vehicles versus the owner's heavy trucks sitting on that portion of the property. He
noted this site could sit for sale for two or three years.

Commissioner Van Scoy asked about the condition of the rest of the site.

Mr. Moyerr replied there is class 5 on the entire lot.

Commissioner VanScoy confirmed with Mr. Moyer that there is a fence on the property and that
the current use of the property is entirely outdoor storage for another user.

Chairperson Nixt asked if most of R V World's vehicles could be off the site by October 31 st if
they were to use the site for one season.

Mr. Moyer responded in the affirmative.

Chairperson Nixt noted staff s recommendation is to condition the granting of the permit on the
installation of pavement no later than July 1, 2007. He suggested extending the date to October
31,2007 and waiving the requirement of the surety, with RV World moving their vehicles off the
site before they are required to bring the site into compliance. He indicated if R V World wants
to stay on the site past the October 31, 2007 date, they would need to bring the site into
compliance.

Commissioner Levine asked if the October 31, 2007 date will provide RV World with enough
time to meet their needs.

Mr. Moyer replied October 31 st will work.

Chairperson Nixt stated he has no problem granting the permit for five years with the expectation
that the site would be paved. He verified with Mr. Moyer that RV World would be amenable to
the permit being granted for two years.

Motion by Chairperson Nixt, seconded by Commissioner Hunt, to close the public hearing.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Hunt, Cleveland, Levine, Trites
Rolle, and Van Scoy. Voting No: None.
