<br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:29 <br />p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Cleveland, to recommend that the City <br />Council adopt Findings of Fact favorable to a request from RV World, Inc. for an interim use <br />permit for outdoor storage on the property at 6300 Bunker Lake Blvd NW. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Levine, Trites <br />Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Brauer. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Cleveland, to recommend that the City <br />Council adopt a resolution declaring terms ofthe Interim Use Permit to allow for outdoor storage <br />on the property at 6300 Bunker Lake Blvd NW, based on the findings of fact with the resolution <br />modified to include the following: <br />· Requirement for installation of pavement no later than October 31, 2007 <br />· Waiving of the financial guarantee for the installation of pavement <br />· Approval for a two year interim use permit with the understanding that the second year <br />requires installation of pavement. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Levine, Trites <br />Rolle, and VanScoy. Voting No: None. Absent: Commissioner Brauer. <br /> <br />Case #5: <br /> <br />Public Hearing - Consider Amendments to the Comprehensive Plan and R-l <br />Residential Zoning District; Case of City of Ramsey <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:32 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearinf! <br /> <br />Chairperson Nixt called the public hearing to order at 8:32 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Geisler stated at their April 11, 2006 meeting the City Council adopted a 9- <br />month moratorium on all subdivision and platting in the R-l Rural Developing District. The <br />moratorium expires on February 15,2006. The purpose of the moratorium is to provide time for <br />consideration of revisions to the cluster subdivisions standards which were added to the R-l <br />Residential District in early 2005. <br /> <br />Associate Planner Geisler stated as noted in the attached City Council Work Session minutes, the <br />Council has had significant discussion of the cluster subdivision standards. Council direction to <br />staff was to bring forward a Comprehensive Plan Amendment that would change the density in <br />the Rural Developing Area from 1 unit per 2.5 acres to 1 unit per 10 acres. A Zoning <br />Amendment is also under consideration that would change the lot standards in the Rural <br />Developing Area from the existing cluster standards, to a minimum lot size of 10 acres, or 4 in <br />40 (the proposed lot standards essentially match those already in place for the Central Rural <br /> <br />Planning Commission/January 4, 2007 <br />Page 16 of35 <br />
