Commissioner Trites Rolle expressed concern regarding whether there will be enough space in
the City parking structure. She asked how it is gauged who gets to use the ramp as counting
towards their parking stalls.

Community Development Director Trudgeon replied there is a plan that shows the intended use
and how the parking structure will be allocated for each of the particular uses in the core area.
The outlying areas are on their own to provide parking.

Commissioner Cleveland inquired if there will be height restrictions on parking structures. She
expressed concern with the possibility of parking ramps being higher than the buildings.

Associate Planner Daines replied there are not parking ramp standards in place; this would be
addressed as part of the site plan process.

Community Development Director Trudgeon indicated currently a three story building could
have a four story parking ramp. V oting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Levine, Trites
Rolle, and Van Scoy. Voting No: None. Mr. Trudgeon explained since the B-3
District was established, staff has made note of several deficiencies in the code that need to be
remedied. The entire Zoning District will be master planned and is intended to contain larger-
scale, more auto-oriented commercial uses than are intended for the Town Center on the east side
of Armstrong Blvd. To accomplish this, the B-3 District was drafted to allow a significant

Planning Commission/January 4, 2007
