<br />amount of design flexibility through the Master Planning process, rather than assuming lot-by-Iot <br />development with specific setbacks and lot standards (as is the case in the B-1 and B-2 zoning <br />districts). The district contains performance standards to guide the creation of the Master Plan. <br />Mr. Trudgeon advised the B-3 District follows the review process outlined in the Planned Unit <br />Development (PUD) District. Once the City has approved a Master Plan that meets the <br />performance standards in the B-3 District, any significant changes to the Master Plan require the <br />developer to process a revised Preliminary Site Plan for the entire site. A final site plan would be <br />processed for each phase of the project as they are constructed, ensuring compliance with the <br />Master Plan. <br /> <br />Community Development Director Trudgeon indicated the changes Staff is proposing would <br />clarify that proposed developments would need to follow the entire PUD review process, <br />including a preliminary and final site plan. Staff is also recommending a change to Subd. 6 b-3: <br />Building Orientation, to explicitly allow more than one building per lot. This type of <br />development was anticipated when the B-3 District was originally drafted, but Staff feels it is <br />important to state this explicitly within the B-3 District to avoid conflicts with other sections of <br />City Code. Mr. Trudgeon advised staff would also note that no parcels have been rezoned to B-3 <br />Business to date; this action is expected to coincide with preliminary plat review of Ramsey <br />Crossings. Staff is recommending adoption of the proposed changes. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Trites Rolle, to close the public <br />hearing. <br /> <br />Motion Carried. Absent: Commissioner Brauer. <br /> <br />The public hearing was closed at 10:55 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 10:55 <br />p.m. <br /> <br />Motion by Commissioner VanScoy, seconded by Chairperson Nixt, to recommend that City <br />Council adopt an ordinance amending Section 9.20.28 (B-3 Business District) of Chapter 9 of <br />City Code. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners VanScoy, Cleveland, Hunt, <br />Levine, and Trites Rolle. Voting No: None.
