<br />Exhibit 3 <br /> <br />ORDINANCE #07-02- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS THE ZONING <br />AND SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY, <br />MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 9.24.04 (PRIVATE TREES IN NEW <br />DEVELOPMENT AREAS) OF THE RAMSEY CITY CODE. <br /> <br />The City of Ramsey ordains: <br />SECTION 1 AUTHORITY <br /> <br />This ordinance is adopted pursuant to and under the authority of the City Charter of the <br />City of Ramsey. <br /> <br />SECTON 2 AMENDMENTS <br /> <br />Section 9.24.04 Subd. 3 (Plan Specifications Content) shall be amended to read as <br />follows: <br /> <br />Subd. 3. Plan Specifications Content. The content of all tree preservation <br />plans submitted shall, for purposes of City Staff review, include the following: <br /> <br />a. Delineation of all areas located within a 100-year flood plain; <br /> <br />b. A tree survey overlay on the grading plan, which locates all significant <br />trees within the developable areas of the site, identifying both diameter <br />and species. Dead or diseased trees shall be included in the survey. All <br />tree surveys for subdivisions involving the construction of roads or <br />drainage conveyances shall be performed by an International Society <br />of Arboriculture Certified Arborist or a Society of American Foresters <br />Certified Forester. <br /> <br />1. For the purposes of this Section, significant trees shall include: <br /> <br />(a) All species of oak that have a DBH of four (4) inches or greater; <br />and <br />
