E. Firm References The professional and ethical reputation of the firm and staff, as determined by <br />inquiries with previous clients, and with other references not limited to those specified in the <br />proposal. The firm's quality of planning, design and construction engineering services, past, <br />performance in meeting schedules and deadlines, and preparing accurate cost estimates including any <br />projects satisfactorily completed for the City. <br />F. Firm Experience The qualifications and expertise of the firm and key project personnel in <br />performing the services required for this project as demonstrated by the quality of the firm's previous <br />and current projects. Consideration will be given to experience in the following areas: <br />• XP -SWMM or Hydro- CAD <br />• WMO/Watershed District regulations <br />• NPDES regulations <br />• Stormwater management (quality and quantity) with similar -sized cities <br />• Past history with the : City of Ramsey and availability of primary person(s) performing work <br />G. Firm Resources The firm's resources such as number of employees, current workload,' <br />retainage of recognized experts or specialty certified key project personnel, etc. <br />H. Firm History/Track Record Familiarity and ability to work with the Minnesota Pollution <br />Control Agency, Department of Natural Resources, Board of Water and Soil Resources, Corps of <br />Engineers, and other applicable regulatory agencies. <br />I. Cost to Value Consultant's fee.for proposed work as compared to the value received by the City. <br />The selection committee will select a inaximum of three (3) firms for interviews (if necessary) based <br />upon a review of the proposals. Oral interviews (if necessary) will be evaluated against the <br />following two sets of criteria: <br />I)- The presentation that highlights the project approach, clarity, conciseness, organization, <br />�. and the overall responsiveness of the RFP. . <br />2) 'The Consultant providing clear, informative answers to all questions posed as part of the <br />interview. , <br />The interviews will be one hour in length with forty minutes for presentation and twenty minutes for <br />discussion and questions by the selection committee. Upon completion of the interviews, the committee <br />will rank the firms in order of preference. The firm recommended by the committee. will need to be <br />approved by the, City Council. <br />-274 —: <br />IV.
