CASE # <br />APPROVE CONTRACT AMENDMENT FOR DESIGN OF ARMSTRONG BOULEVARD <br />IMPROVEMENTS -IMPROVEMENT PROJECT: #06 -20 <br />By: Leonard Linton, Civil Engineer 11. <br />Background: <br />The Ramsey Town Center project requires improvement of the adjoining county highways. The city <br />entered into a Joint Powers agreement with the county for these improvements, with the City being <br />responsible for coordinating the design and construction of the work. The city requested a proposal <br />for design services for the Armstrong Boulevard, Ramsey Boulevard. and Sunfish Lake Boulevard <br />improvements included in the Ramsey Town Center AUAR and Master Development Agreement <br />from TKDA. The proposal was accepted .at the June 8, 2004 Council meeting. The case included a <br />note'that the costs were for design services only and contract ainendrnents would be required as each <br />project got closer to bidding and construction. <br />The City Council approved the request for Amendment No. 1 forbidding and construction services <br />on the Armstrong Boulevard Improvements on October 24, 2006.' The project scope has been <br />modified since Amendment No. 1 was approved. This project has been a partnership with MN/DOT <br />since the beginning. The initial plan was for the matchline between the projects to fall on the north <br />edge of pavement of westbound TH 10. Development of the design revealed MN/DOT internal. <br />constraints would not permit completion and approval of the plans in Wetime m all allotted south edge ed unless <br />• MN/DOT work was constrained between the north edge of pavement westbound <br />of pavement eastbound. TKDA has adjusted their scope accordingly to include the work between <br />the south matchline and Riverdale Drive. The amendment includes investigation of a grade <br />separated pedestrian crossing under Armstrong Boulevard between the Ramsey Town-Center and <br />Ramsey crossing project. The amendment also includes initiation of the application for a railroad <br />Quiet Zone. The requested.increase in fees reflects the work required to change the scope of the <br />project. The requested increase in fees is $35,486 bringing the amount-of the contract to a not to <br />exceed total of $432,363. The letter detailing the changes is attached. <br />Staff Recommendation: <br />Staff recommends the committee forward Contract Amendment - No. 2 with' TKDA. for the <br />Armstrong Boulevard Improvements, Improvement Project #06 -20 in the amount of $35,486 to the <br />city council for approval. <br />Council Action: <br />Motion to forward Contract Amendment No. 2 with TKDA for the o Armsg Boulevard <br />Improvements, Improvement Project #06 -20 in the amount of $35,486 City Council for <br />approval. <br />Reviewed by: <br />Public Works Director/Principal City Engineer <br />PW: 01/16/07 <br />— 281 - <br />
