Citizen Input • <br />There was none. <br />Motion by Chairperson Nixt, seconded by Commissioner Cleveland, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Levine, Trites <br />Rolle,.and Van Scoy. Voting No: None. Absent: Commissioner Brauer. <br />The public hearing was closed at 10:25 p.m. <br />Commission Business <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 10:25 <br />p.m. <br />Commissioner Trites Rolle questioned if the change in parking requirements will result in <br />significantly less parking. She asked how it will be determined that there will be sufficient <br />parking for employees, the public, apartment building residents, etc. with the change to <br />maximum allowable parking.stalls. <br />Associate Planner Dalnes replied this change would allow significantly less parking. Staff <br />discussed this extensively. and it was determined that the retailers and the users always want more • <br />parking. Staff does not feel with the street and public parking that would.be available that users <br />will build less parking than .what is demanded; the market will determine how much parking <br />would be needed. This proposed change is up for scrutiny if the Commission does not agree. <br />Commissioner Van Scoy requested further information regarding the maximum allowable <br />parking. <br />Associate Planner Dalnes replied the key is to limit the sea of parking resulting from parking <br />minimums. If they are going to lower the FAR they need a protection for the parking. The <br />majority of the intent is to counter the FAR change, but also to keep developers from building as <br />much parking as they want. She noted almost every development that has come through has had <br />variances to the FAR. <br />Commissioner Van Scoy inquired about drive -thrus being allowed in TC -3 areas. <br />Associate Planner Dalnes indicated the TC -3 area is the eastern part of Ramsey Town Center <br />with the medical office. Drive -thrus were not permitted at all, and now would be a conditional <br />use to allow for requests from pharmacies and other retail with the ability to limit the type of <br />drive -thru. She indicated the statement excluding pharmacies will be eliminated from the use <br />list. <br />Commissioner Van Scoy inquired about accessory car washes being permitted in the TC -2 area. • <br />Planning Commission /January 4, 2007 <br />Page 30 of 35 <br />-32- <br />
