Commissioner Trites Rolle expressed concern regarding whether there will be enough space in <br />the City parking structure. She asked how it is gauged who gets to use the ramp as counting . <br />towards their parking stalls. <br />Community Development Director Trudgeon replied there is a plan that shows the intended use <br />and how the parking structure will be allocated for each of the particular uses in the core area. <br />The outlying areas are on their own to provide parking. <br />Commissioner Cleveland inquired if there will be height restrictions on parking structures. She <br />expressed concern with the possibility of parking ramps being higher than the buildings. <br />Associate Planner Dalnes replied there are not parking ramp standards in place; this would be <br />addressed as part of the site plan process. <br />Community Development Director Trudgeon indicated currently a three story building could <br />have a four story parking ramp. This will be reviewed further. <br />Commissioner Levine commented on the expense of building parking ramps and the <br />unlikelihood of a parking structure being built taller than the building. <br />Motion by Chairperson Nixt, seconded by Commissioner Cleveland, to recommend that the City <br />Council introduce an ordinance to revise Chapter 9.20.25 of the City's Zoning Code to update the <br />zoning district definitions, with the above changes and recommendations. <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Levine, Trites <br />Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Brauer. <br />Case #8:' Public Hearing — Consider Amending Section 9.20.28 (B -3 Business District) <br />of City Code; Case of City of Ramsey <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 10:51 p.m. <br />in order to call the public hearing to order. <br />Public Hearing <br />Chairperson Nixt called the public hearing to order at 10:51 p.m. <br />Presentation <br />Community Development Director Trudgeon reviewed that the City created the B -3 Business <br />Zoning District in 2006, in anticipation of the Ramsey Crossings redevelopment project, located <br />west of Armstrong Blvd and north of Highway 10. Mr. Trudgeon explained since the B -3 <br />District was established, staff has made note of several deficiencies in the code that need to be <br />remedied. The entire Zoning District will be master planned and is intended to contain larger - <br />scale, more auto - oriented commercial uses than are intended for the Town Center on the east side <br />of Armstrong Blvd. To accomplish this, the B -3 District was drafted to allow a significant • <br />Planning Commission /January 4, 2007 <br />Page 32 of 35 <br />-34- <br />
