As a patrol officer, Ms. Wistrom would be required to complete a one year probationary <br />period. <br />Motion by Councilmember Olson, seconded by Councilmember Pearson, to recommend that the • <br />City Council authorize that Melissa Wistrom begin employment with the City of Ramsey as a <br />patrol officer on January 2, 2007 at an - hourly rate of $19.62 (2006 wage scale) and that a <br />recruitment process be conducted to fill the vacant "community service officer position. <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Olson and Pearson. Voting <br />No: None. <br />Case #2: Consider Approving 2007 City Health Insurance Contribution for Non - <br />Union Employees .and LELS- Patrol and LELS- Patrol . Memorandum of <br />Understanding <br />Human Resources Manager Reed Kone explained when contracts are negotiated, even if there is <br />a two year contract agreed to, the health insurance contribution needs to be negotiated each year. <br />Last year LELS- Patrol and Sergeants settled a two year contract. With respect to health <br />insurance, staff recommends the following City contributions: <br />Insurance: 2007: Aware Gold Single: $437.50 VEBA Single: $442.50 <br />2007: Aware Gold Family: $679.00 VEBA Family: $685.00 <br />Human Resources Manager Reed Kone indicated the proposed resolution is for Non - Union, <br />LELS- Patrol, and Sergeants. An agreement has not been reached with AFSCME at this time. <br />Ms. Reed Kone indicated renewal of the following compensatory time off agreement for patrol • <br />officers has been agreed to and is supported by the Police Chief: <br />Compensatory <br />,Time Off: Effective January 1, 2007, Patrol Officers may elect to take compensatory <br />time off in lieu of receiving overtime compensation except that court time <br />will be paid as overtime, hold -overs and early shift starts over two hours to <br />cover the schedule will be overtime (two hours and under may be .taken as <br />compensatory time off or overtime) and scheduled overtime will be paid <br />as overtime. Compensatory time off is computed at a rate of one and one - <br />half times the time worked. Accrued and banked compensatory time off <br />shall not exceed 30 hours at any time. Compensatory time off may only <br />be used with prior approval from the employee's department head. Upon <br />separation from employment, accrued and unused compensatory time off <br />will be paid to the employee at. the then current rate. Compensatory time <br />off will be approved pending scheduling. Pay back time must be satisfied <br />before compensatory time off will be approved. <br />This Memorandum of Understanding will sunset on December 31, 2007. <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to recommend that the <br />City Council approve the above - listed health insurance contributions for Non - Union, LELS- <br />Patrol employees, and Sergeants, as well as the Memorandum of Understanding regarding • <br />compensatory time off for patrol officers.
