• Mr. Lasher stated in the construction of the original request for proposals (RFP) and discussions with a number of developers who responded to the RFP, one thing that was noticeable to them about the site was the future crossing and how this become a "two -for" in locating a store at a location with Highway 10 and the future river crossing with a fully signalized interchange. They are getting ahead of the curve, knowing the rooftops for a standard Target might not be here, but the future is grand with this area and the improvements on TH 10. Many of the major retailers are more preventing someone else from putting a store at this location. The river crossing was the thing he heard most from the developers that will make this location premier. City Attorney Goodrich recommended the following language be included in the motion for approval: "In substantial form of the attached agreement, subject to final approval of the agreement terms by the City's legal counsel." - Motion by Councilmember Cook, seconded by Councilmember Elvig, to authorize execution of Development Agreement with the Robert Muir Company (RCM - Minnesota Corporation) in substantial form of the attached agreement, subject to final approval of the agreement terms by the City's legal counsel Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. • City Administrator Norman indicated the City had been asked not to repeat the name of Target earlier, but it has now made it through all the Target corporate discussions that Ramsey will be a site. There is a new store being built in Otsego, and probably a store being eliminated in Elk River; Ramsey will likely pick up some of that former Elk River market. Case #3: Consider Extension of Ramsey Crossings Project Management Services Agreement City Administrator Norman reviewed that in October 2005, the City of Ramsey authorized a contract for services with LSA Design for project management services of the proposed. Ramsey Crossings Project. The project is near completion, however, will require an extension of the contract for services. - Mr. Norman advised fees for the services are reimbursable through the proposed development agreement with The Robert Muir Company. Staff recommends extension of the services for a not -to- exceed amount of $120,000. Councilmember Strommen questioned if the additional funds have begun to be expended, as the memo states the maximum amount of fee for services will be reached as of November 2006.
