Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, •
Pearson, and Strommen. Voting No: None.
Further discussion: Councilmember Cook commended Mr. Lasher and his associates for their
work in bringing these projects forward. Councilmember Elvig commended LSA Design for
their work in bringing the bus service forward in the City as well.
'Case #4: _ Request for Final Site Plan Review; Case of Holiday Stationstores
Associate Planner Geisler indicated Case Nos. 4 and 5 are related. Holiday Stationstores has
submitted an application for site plan review to construct a 5;413 square foot facility located on
the southeast corner of Ramsey Boulevard and US Trunk Highway 10. This store would replace
the existing store immediately north of the proposed site. They are intending to remove the
underground tanks and lease their existing building. A minor subdivision and a variance to
parking and paving setbacks are being processed as part of the site plan application. Ms. Geisler
"indicated the application proposes to construct a 5,413 square foot station, 10 corresponding gas
service pumps and underground tanks on the newly created 1.4 acre lot. The property is zoned
B -2 Business, and gas stations are a permitted use within this district.
Associate Planner Geisler stated access is being proposed onto both Ramsey Boulevard and
Riverdale Drive. MnDOT and City staff have requested that the access onto Ramsey Boulevard
be repositioned as far south as possible in order to provide adequate space for queuing vehicles at
the intersection of Highway 10, The building is proposed to be constructed of primarily brick, •
glass and EIFS, and conforms to.the City's architectural standards.for the district. The applicant
has submitted color renderings for Council's review. All setbacks are met, with the exception of
the 20 foot parking and paving setback adjacent to a public right -of -way. This setback
requirement is intended to provide green space between the right -of -way and the paved areas
within the B -2 district. A variance to the 20 foot parking and paving setback has been granted by
the Board of Adjustment. Ms. Geisler advised drainage is proposed to utilize the MnDOT
drainage.ditch and collect an off -site stormwater drainage pond. Staff has asked the applicant to
obtain permission from MnDOT to utilize the ditch for drainage. No on -site ponding is
proposed.. Staff has requested information verifying the pond is sized to accommodate the
proposed development. Both issues must be resolved before construction begins on the site. Ms.
Geisler indicated utilities are currently located in Riverdale Drive, but terminate at the Village
Bank site. It will be the applicant's responsibility to extend the lateral lines to both proposed lots
in the right -of -way. All waste removal and loading activities will take place at the side entrances
of the building. Deliveries will be carried on palettes from the front parking areas through the
side door. A landscaping plan has been submitted and is acceptable to staff. Additionally, a
detailed lighting plan has been submitted and is also acceptable. The applicant proposes to
utilize light fixtures that minimize light pollution, and no light is projected to shine outside of the
property lines.
Associate Planner Geisler advised staff recommends site plan approval contingent upon
compliance with the City Staff Review Letter dated December 21, 2006. The Planning
Commission met on December 7, 2006, and recommended approval of the site plan for Holiday •
Stationstores. There was no citizen input.
City Council / December 28, 2006
—124—
